The Memorandum of Understanding (MoU), signed on September 12, 2025, underscores Morocco’s commitment to accelerating its digital transformation and establishing itself as a key player in the global AI arena.
The agreement was formalized in Rabat by Amal El Fallah Seghrouchni, Morocco’s Minister Delegate in charge of Digital Transition and Administrative Reform, and Arthur Mensch, co-founder and CEO of Mistral AI. This collaboration is designed to cultivate Moroccan expertise in artificial intelligence through comprehensive training programs, advanced applied research initiatives, and robust knowledge-sharing platforms. A core objective is to stimulate the growth of local startups and industrial projects that integrate cutting-edge AI solutions, specifically adapted to the unique requirements of Moroccan businesses and society.
Minister Seghrouchni emphasized that the partnership is an integral part of Morocco’s broader national strategy to construct a sustainable, inclusive, and ethical AI ecosystem. This aligns with the ‘Morocco Digital 2030’ program, which includes initiatives to introduce AI concepts to young people, equip educational institutions with digital tools, and train both teachers and students in emerging technologies.
