KUALA LUMPUR – Malaysia is rapidly advancing its position as a leading player in artificial intelligence (AI) within Southeast Asia, driven by strategic partnerships and a strong commitment to establishing comprehensive governance frameworks. The nation’s proactive approach seeks to harness AI’s transformative potential while ensuring its responsible and ethical deployment across all sectors.
Recent developments highlight Malaysia’s ambition, including significant infrastructure collaborations with global technology leader NVIDIA and local conglomerate YTL. These partnerships are set to bring high-performance computing capabilities to Malaysia, bolstering its digital infrastructure and supporting AI talent development. Prime Minister Datuk Seri Anwar Ibrahim emphasized the importance of these efforts during a meeting with NVIDIA founder Jensen Huang, underscoring Malaysia’s goal to become a regional digital and Global Business Services (GBS) hub.
Central to this strategy is the government’s focus on governance. Malaysia is expected to table its first dedicated AI Bill in Parliament by mid-2026. This landmark legislation aims to enhance transparency, accountability, and the responsible use of AI in both public and private sectors, signaling a firm commitment to safe innovation. Industry expert Georg Chmiel, founder of Chmiel Global Advisory, stressed the timeliness of such legislation, noting that ‘AI systems today can behave unpredictably. Without proper guardrails, businesses risk serious legal and reputational damage.’ He added that establishing robust governance is ‘foundational for Malaysia’s world-class AI infrastructure.’
The economic impact of AI on Malaysia is projected to be substantial. By 2030, AI is anticipated to contribute an estimated USD115 billion to the nation’s productive capacity. Digital Minister Gobind Singh Deo further highlighted that Generative AI alone could unlock up to USD113.4 billion in productive capacity. Prime Minister Anwar Ibrahim has articulated this vision, stating, ‘If you want to ensure that an emerging economy succeeds, remains competitive, and sustainable, then it has to be through a quantum leap, and AI is the answer for that.’
To coordinate and drive the national AI agenda, the National AI Office (NAIO) was established in December 2024, with an allocation of RM10 million in Budget 2025. NAIO is set to serve as a central authority, ensuring strategic alignment and continuity of AI technology implementation through the AI Technology Action Plan 2026–2030. Furthermore, Malaysia, as the 2025 ASEAN Chair, is spearheading the ASEAN AI Safety Network, positioning itself at the forefront of regional discussions on AI safety and responsible adoption.
The 13th Malaysia Plan (2026-2030) also places AI and digital technology at its core, aiming for GDP growth of 4.5-5.5 percent annually and aspiring for Malaysia to be among the world’s 30 biggest economies by 2030. The plan allocates MYR 600 million for AI research and development and MYR 50 million for expanding AI-related education. Efforts are also underway to develop AI skills across society, including Microsoft’s ‘AIForMYFuture’ initiative, which aims to train 800,000 Malaysians by 2025.
AI is already transforming various sectors, including healthcare, finance, and smart cities. In healthcare, AI tools are being deployed to ease the workload of medical professionals, while in smart cities, AI is a key driver in traffic management and improving public services. The Ministry of Science, Technology and Innovation (MOSTI) has introduced non-legally binding National Guidelines on AI Governance and Ethics to promote responsible development and deployment.
