Seoul, South Korea – In a significant move towards an ‘AI democratic government,’ South Korean internet powerhouses Naver and Kakao have announced a strategic partnership with the Ministry of the Interior and Safety (MOIS) to launch an innovative AI national secretary service. The agreement, signed on October 27, 2025, marks a pivotal step in integrating artificial intelligence into daily public services, promising enhanced accessibility and convenience for citizens.
The core of this collaboration is the development and implementation of a pilot service, tentatively named ‘AI National Secretary,’ expected to roll out within the current year. This service will utilize cutting-edge AI agent technology to streamline various administrative tasks that traditionally required navigating separate government websites, such as ‘Government 24.’
Initially, the pilot program will enable users to effortlessly issue and submit electronic certificates, including resident registration certificates, directly through familiar platforms like the Naver portal and KakaoTalk. Additionally, the service will facilitate the reservation of underutilized public resources, such as public tennis courts, through the ‘Share Nuri’ system.
Minister Yoon Ho-jung of the Ministry of the Interior and Safety emphasized the importance of this public-private collaboration, stating, “To realize an AI democratic government that people can feel in daily life, innovative technology and cooperation from the private sector are essential.” He further added, “With this agreement as a starting point, the government and the private sector will join forces to create a service environment where anyone can easily and conveniently use public services with a single word.”
