On October 26, 2025, the Iranian Parliament, during an open session, approved a significant amendment to Article 3 of the National Artificial Intelligence Bill, paving the way for the establishment of an independent National Artificial Intelligence Organization. This new entity is tasked with leveraging existing national resources to organize and advance Iran’s artificial intelligence ecosystem. The legislative move underscores a major step towards institutionalizing Iran’s AI governance framework and integrating AI development into national policymaking.
The organization will function as an independent body, with its secretariat operating directly under the supervision of the President. This structure aims to ensure robust coordination among various relevant government bodies in the implementation of national AI strategies. The head of the National Artificial Intelligence Organization will be appointed by the President, further solidifying its direct link to the highest executive office.
Following its establishment, the organization is mandated to draft its statute within three months of the law’s enforcement. This crucial task will involve collaboration with several key governmental and scientific institutions, including the Vice Presidency for Science, Technology and Knowledge-Based Economy; the Administrative and Recruitment Affairs Organization; the Planning and Budget Organization; and the Ministries of Science, Health, ICT, Labor, and Education. The drafted statute will then be submitted to the Cabinet for final approval.

This initiative is part of Iran’s broader ambition to become a global leader in artificial intelligence. The country has previously outlined plans to rank among the world’s top 10 AI leaders by 2032. To support this goal, Iran has allocated substantial funds for AI research and development, including $115.6 million in early 2025, with grants and project loans provided by the National Development Fund. Furthermore, the nation is expanding its knowledge-based economy development headquarters to include dedicated artificial intelligence and cybersecurity divisions, signaling a comprehensive approach to technological advancement.
