Saudi Arabia Imposes First AI Copyright Fine, Establishes Ethical AI Use Guidelines

TLDR: Saudi Arabia has recorded its first publicly reported AI copyright violation case, fining an individual SR9,000 for using AI to alter and republish a personal photograph without the original owner’s consent. This landmark case highlights the Kingdom’s commitment to intellectual property rights in the age of artificial intelligence and has prompted the release of ethical guidelines for AI use by both government employees and the public.

Saudi Arabia has taken a significant step in the realm of artificial intelligence and intellectual property by recording its first publicly reported AI copyright violation case. An individual was recently fined SR9,000 (Saudi Riyals) for utilizing AI to modify a personal photograph and subsequently republishing it without obtaining permission from the original owner. This landmark decision underscores the Kingdom’s proactive approach to regulating AI use and protecting creators’ rights.

The incident began with a complaint filed by the original copyright owner. Investigators from the Saudi Authority for Intellectual Property (SAIP) thoroughly examined the evidence and questioned the individual involved, who was given the opportunity to present their defense. A specialized committee ultimately confirmed the violation, leading to the imposition of the SR9,000 fine.

SAIP emphasized that the use of artificial intelligence does not grant immunity from existing laws. The authority stressed that the digital or ‘techy’ nature of AI tools does not exempt users from adhering to intellectual property regulations. This case serves as a clear warning that while AI offers powerful tools, disregarding intellectual property rights will lead to consequences, with fines and legal penalties in place to safeguard creators and prevent the exploitation of AI under the guise of creativity.

Beyond punitive measures, Saudi Arabia is also focusing on the ethical integration of AI. The Kingdom has introduced clear principles to guide the development and deployment of AI technologies, promoting responsibility, accountability, and continued innovation. Recognizing the rapid adoption of AI, particularly generative tools, Saudi Arabia has issued two sets of guidelines:

For Government Employees: Practical rules designed to ensure the responsible adoption of AI in official work.

For the Public: Advice for individuals and businesses on how to use AI ethically and safely.
