TLDR: Morocco’s Ministry of Digital Transition and Administrative Reform, in collaboration with the National Commission for the Control of Personal Data Protection (CNDP), has signed a pivotal agreement to establish a national platform for responsible artificial intelligence. This initiative aims to develop secure and ethical generative AI tools, including large language models, specifically adapted to Morocco’s unique linguistic, cultural, and legal landscape, benefiting citizens, businesses, and public administrations.
Rabat, Morocco – In a significant stride towards digital sovereignty and ethical technological advancement, Morocco’s Ministry of Digital Transition and Administrative Reform has officially partnered with the National Commission for the Control of Personal Data Protection (CNDP) to develop a comprehensive national platform for responsible artificial intelligence (AI). The agreement, signed on Thursday, September 11, 2025, in Rabat, marks a strategic commitment to fostering an AI ecosystem that is both innovative and deeply rooted in national values.
The core objective of this collaboration is to create a robust framework for AI, encompassing the design of national platforms that leverage large language models (LLMs). These LLMs will be meticulously tailored to reflect Morocco’s distinct linguistic and cultural specificities, its national legal framework, and its sovereign digital identity. The ultimate goal is to equip citizens, businesses, and public administrations with generative AI tools that are not only secure and efficient but also uphold fundamental rights and ethical considerations.
Amale El Fallah Seghrouchni, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, and Omar Seghrouchni, President of the CNDP, formalized this partnership. The Ministry emphasized that this agreement represents a ‘strategic step’ towards building a Moroccan AI that is characterized by sovereignty, ethics, and responsibility. This initiative is expected to bolster the Kingdom’s position as a leading player in digital innovation across Africa and on the global stage.
This recent agreement is part of Morocco’s broader and ambitious AI strategy, which aims to transform the nation into Africa’s tech hub by 2030. The country has been actively engaging in discussions and partnerships to shape its AI future, including its participation in the Summit for AI Action in Paris in February 2025. Moroccan Prime Minister Aziz Akhannouch has previously underscored a ‘collective desire to make artificial intelligence a lever for sustainable human development,’ advocating for a national strategy founded on ethics, technological sovereignty, and social impact.
Recognizing the inherent risks associated with AI, such as algorithmic bias and opaque systems, Moroccan authorities are also preparing a draft legislative framework. This framework will ensure ethical and transparent regulation, incorporating principles like the right to explanation, traceability of algorithmic decisions, and the primacy of human conscience. Furthermore, Morocco has been actively sealing other agreements to promote AI, including partnerships in education, agriculture, tourism, scientific research, energy transition, and sports, highlighting a holistic approach to integrating AI into various sectors of national development.
