OpenAI, the pioneering artificial intelligence research and deployment company, has officially announced its intention to establish its first physical office in India, located in the capital city of New Delhi. This significant expansion is slated to occur later in 2025, marking a pivotal step in the company’s global strategy.
The decision underscores India’s burgeoning importance in the AI landscape. According to OpenAI’s recently released market data, India stands as ChatGPT’s second-largest market by user numbers, trailing only the United States. The country has also demonstrated remarkable growth, with weekly active users of ChatGPT quadrupling over the past year. Furthermore, India is recognized as one of the top five markets globally for developers utilizing OpenAI’s platform.
Sam Altman, CEO of OpenAI, emphasized the immense potential he sees in the Indian market. In a statement, Altman remarked, “The level of excitement and opportunity for AI in India is incredible. India has all the ingredients to become a global AI leader—amazing tech talent, a world-class developer ecosystem, and strong government support through the IndiaAI Mission. Opening our first office and building a local team is an important first step in our commitment to make advanced AI more accessible across the country and to build AI for India, and with India.”
This initiative aligns with the Indian government’s ‘IndiaAI Mission,’ reflecting OpenAI’s commitment to collaborate with local authorities in developing AI solutions tailored for the nation. The new office is expected to facilitate better service for the millions of Indian students, educators, professionals, and developers who leverage OpenAI’s tools for learning, creativity, and problem-solving.
OpenAI has already established a legal entity in India, named OpenAI India Private Limited, and has commenced the hiring process for a dedicated local team. At the time of the announcement, three sales-focused positions were listed on the company’s website.
In recent weeks, OpenAI has also rolled out several India-specific initiatives. This includes the introduction of a more affordable monthly subscription plan, ‘ChatGPT Go,’ priced at $4.60 (approximately Rs. 399) for Indian users, designed to make advanced models more accessible. The company has also made significant strides in improving the performance of its AI models in ‘Indic languages,’ catering to the linguistic diversity of the region.

Despite its ambitious expansion, OpenAI is navigating certain challenges in India.
