New Report Reveals GitHub Copilot Not the Foremost AI Tool for Developers

A groundbreaking “AI Impact Report” published by LeadDev on August 15, 2025, challenges the perception of GitHub Copilot as the leading artificial intelligence tool for developers. The comprehensive study, spearheaded by LeadDev Editor-in-Chief Scott Carey and Research Director Lawrence Hecht, reveals that Cursor, an AI-powered code editor, has surpassed GitHub Copilot in terms of organizational funding and adoption among developers. The report states that 43% of respondents use Cursor as an organization-funded tool, compared to GitHub Copilot’s 37% .

The findings underscore a rapid integration of AI into the software development landscape. A substantial two-thirds of developers and engineering organizations are actively utilizing AI tools and models, with an additional 20% engaged in proof-of-concept phases and 13% in exploratory stages. Remarkably, only a mere 2% of respondents indicated no plans to adopt AI tools, prompting Carey to express fascination with these “outliers” .

Developers are primarily leveraging AI for tasks such as code generation, summarizing meetings, creating documentation and other content, and for research and learning new concepts. However, the report highlights a significant gap in AI adoption for other critical areas of the software development lifecycle. Only 7% of respondents use AI for data analysis, 7% for testing and quality assurance, 3% for IT operations automation, and a mere 2% for deploying code . Carey noted this as “frustrating,” suggesting that vendors are not yet focusing on areas where AI could have the most profound impact .

Regarding productivity, the majority of LeadDev’s respondents believe AI has enhanced their efficiency. Only 5% reported no change in productivity, and 10% felt it made them less productive. A notable 26% were unsure or did not know, which Carey attributed to a lack of robust developer productivity tracking within many organizations .

The report also touches upon the long-term implications for the workforce, particularly junior developers. A majority, 54% of respondents, anticipate that organizations will hire fewer junior developers in the future, with their roles evolving to focus more on supervising AI agents . This suggests a significant shift in the entry-level developer landscape as AI tools become more sophisticated and integrated into daily workflows.
