Middle East Accelerates Ethical AI Development Amidst Investment Surge

TLDR: The Middle East, particularly Saudi Arabia and the UAE, is rapidly advancing its artificial intelligence capabilities with massive investments and national strategies. A key focus is on building ethical AI frameworks and robust governance to ensure responsible deployment, mitigate risks like bias and data privacy, and foster public trust. Both nations are vying for regional AI supremacy, with Saudi Arabia making significant strides in data center capacity and regulatory commitment.

The Middle East is witnessing an unprecedented surge in artificial intelligence (AI) development, with Saudi Arabia and the United Arab Emirates (UAE) at the forefront of a high-stakes race to become the region’s leading AI hub. This aggressive push is driven by ambitious national visions aimed at diversifying economies away from traditional oil revenues and positioning these nations as global technology leaders.

Massive Investments Fueling AI Growth

Both Saudi Arabia and the UAE are pouring substantial capital into AI infrastructure and innovation. The UAE has launched MGX, a $100 billion investment firm dedicated to AI infrastructure, chips, and core AI technologies. Additionally, Abu Dhabi is committing $3.54 billion to automate all government processes between 2025 and 2027. MGX is also a key investor in Stargate, OpenAI’s $500 million data center project, which aims to establish a 1 gigawatt data center cluster with 200 megawatts operational by 2026 .

Saudi Arabia is matching, and in some areas, exceeding these investments. The Kingdom plans a $40 billion fund to bolster its AI sector and has seen its Public Investment Fund (PIF) back Humain, a state-owned AI company, in launching a $10 billion venture capital fund. Collaborative efforts include a $10 billion joint investment by Google Cloud and PIF to build and operate an AI hub, and a $5 billion investment by AWS and Humain for an ‘AI Zone’. Oracle is also investing $14 billion over a decade in Saudi Arabia’s digital cloud and AI infrastructure, complemented by Equinix’s $1 billion data center project. The Kingdom aims for AI to contribute a significant 12% to its gross domestic product by 2030 .

In terms of raw compute power, Saudi Arabia is projected to outpace the UAE significantly. As of early 2025, Saudi Arabia’s upcoming data center capacity is estimated at 2,200 megawatts, compared to the UAE’s anticipated 500 megawatts .

Prioritizing Ethical AI and Robust Governance

Beyond financial investments, a critical focus for the Middle East is the development and implementation of ethical AI frameworks and strong governance. This is deemed crucial for fostering trust, ensuring compliance, and mitigating inherent risks associated with AI, such as bias, data privacy, and societal impact .

Surveys indicate a strong regional consensus on the need for regulation. A remarkable 87% of UAE business leaders believe that regulations for AI usage should be developed . Similarly, 90% of GCC business leaders expect AI to enhance business processes, and 81% foresee its use in new product and service development within the next three years, according to PwC’s latest CEO Survey .

Saudi Arabia has demonstrated a strong commitment to AI governance through institutions like the Saudi Data and AI Authority (SDAIA) and its National Strategy for Data and AI. These initiatives are designed to build an ethical, localized foundation for AI innovations tailored to the Kingdom’s specific operational and governance needs . The country’s dedication to AI regulation and ethical governance is reflected in its ranking of 3rd globally in the Organization for Economic Co-operation and Development’s (OECD) AI Policy Observatory, behind only the US and the UK .

Key solutions for effective AI governance include developing clear ethical guidelines, implementing robust risk management procedures, ensuring regulatory compliance, fostering cross-functional collaboration, establishing model validation and continuous monitoring processes, creating feedback loops for user input, and pursuing international certifications like ISO 42001 .

Transformative Applications and Lingering Challenges

AI is being integrated across diverse sectors to drive economic growth and enhance safety. In Saudi Arabia, AI applications span healthcare (early disease diagnosis, predictive care), transportation (ride-sharing, autonomous vehicles), finance (personalized planning, fraud detection), energy (smart grids, real-time monitoring), and sustainability (carbon footprint tracking, climate change mitigation, optimized resource allocation in agriculture and water management) .

Notably, AI is playing a life-saving role in high-risk industries like construction, oil and gas, and manufacturing. It enables real-time safety monitoring through PPE detection, work-at-height monitoring, ergonomics, behavioral analysis to flag fatigue, and smoke/fire detection. As Gary Ng, co-founder and CEO of viAct, states, ‘If data is the new oil, then AI is the refinery — extracting valuable insights, spotting patterns and driving smarter decisions in real-time.’ He adds, ‘This shift is subtle, but deeply human. Because it is not just about reducing paperwork or ticking off compliance boxes, but also about preventing loss of life.’

Despite the significant investments and ambitious plans, challenges remain. The region faces a scarcity of skilled AI talent, and building a mature innovation ecosystem will require sustained effort over time. The success of AI ultimately ‘hinges on trust. Without governance, transparency and accountability, AI’s potential could be overshadowed by risks that undermine its credibility,’ as highlighted by Consultancy-me.com .
