KUALA LUMPUR – Malaysia is set to bolster its national digital transformation efforts with the introduction of the Digital Trust and Data Security Strategy 2026-2030 and the establishment of an independent Data Commission. Digital Minister Gobind Singh Deo unveiled these pivotal measures at the ASEAN AI Malaysia Summit 2025, held at the Malaysia International Trade and Exhibition Centre (MITEC) on August 12, 2025.
The comprehensive strategy and the new commission are designed to create a robust national ecosystem that safeguards Malaysia’s digital future. Minister Gobind emphasized that these initiatives are crucial for strengthening data protection and governance, enhancing cyber resilience, and upholding the integrity of the country’s burgeoning digital landscape.
The Digital Trust and Data Security Strategy 2026-2030 will serve as a long-term roadmap, building resilience against emerging threats, advancing data integrity, and reinforcing public confidence in Malaysia’s digital trajectory. Complementing this, the Data Commission will function as an independent oversight body. Its primary mandate will be to safeguard and ensure robust data governance, alongside actively promoting ethical artificial intelligence (AI) practices across the nation.
Minister Gobind highlighted Malaysia’s commitment to regional collaboration, stating that the commission’s frameworks would be designed for interoperability across ASEAN. This alignment will enable Malaysia to contribute significantly to a region-wide trust architecture, ensuring that AI can operate safely across jurisdictions, data governance remains consistent, and public confidence extends beyond national borders. Malaysia is actively aligning with key ASEAN initiatives, including the ASEAN Guide on AI Governance and Ethics, the ASEAN AI Safety Network, and the ASEAN Cybersecurity Cooperation Strategy 2026-2030.
“By taking a proactive, future-oriented approach, Malaysia is positioning itself not only to meet current challenges, but to lead in shaping regional and global standards for trustworthy AI and digital systems,” Gobind Singh Deo stated. He further added, “Our efforts to build trust — through the forthcoming Digital Trust and Data Security Strategy and the establishment of the Data Commission — are designed to complement and strengthen ASEAN’s collective frameworks.” These domestic initiatives are envisioned as foundational building blocks for a broader ASEAN trust architecture, capable of protecting data, ensuring AI safety, and fostering public confidence, particularly in the evolving ‘agentic age of AI’.

In a related development, the National Cloud Computing Policy (NCCP) was also launched, further underscoring Malaysia’s commitment to a secure digital future. The NCCP focuses on five pillars: Enhance (public sector transformation), Nurture (private sector growth), Secure (data protection and privacy), Include (digital inclusivity), and Sustain (environmental sustainability). This policy addresses data sovereignty, mandating that critical national data remain within Malaysia, and emphasizes robust cybersecurity frameworks, reinforcing the overall safeguarding efforts for the nation’s digital transformation.
