Malaysia Launches New Data Commission and 2026-2030 Digital Trust and Data Security Strategy

TLDR: Malaysia has announced the establishment of an independent Data Commission and the rollout of its Digital Trust and Data Security Strategy for 2026–2030. These initiatives aim to significantly enhance data protection, strengthen governance, boost cyber resilience, and promote ethical artificial intelligence (AI) practices across the nation’s digital ecosystem. The move positions Malaysia to lead in regional and global standards for trustworthy AI and digital systems, fostering public confidence in its digital future.

KUALA LUMPUR – Malaysia is set to embark on a transformative journey in its digital landscape with the unveiling of a comprehensive Digital Trust and Data Security Strategy for 2026–2030 and the establishment of an independent Data Commission. These landmark initiatives, announced by Digital Minister Gobind Singh Deo at the ASEAN AI Malaysia Summit 2025 (AAIMS25), are designed to fortify the nation’s digital transformation through a robust national ecosystem.

The Digital Trust and Data Security Strategy will serve as a long-term roadmap, meticulously crafted to build resilience against emerging digital threats, advance data integrity, and bolster public confidence in Malaysia’s burgeoning digital future. Complementing this strategic blueprint, the newly formed Data Commission will operate as an independent oversight body. Its primary mandate will be to safeguard and ensure robust data governance while actively promoting ethical practices in the rapidly evolving field of artificial intelligence (AI).

Minister Gobind Singh Deo emphasized that these measures are crucial for strengthening data protection and governance, enhancing cyber resilience, and upholding the overall integrity of Malaysia’s digital ecosystem. He stated, “The Digital Trust and Data Security Strategy will set a long-term roadmap for building resilience against emerging threats, advancing data integrity and strengthening public confidence in Malaysia’s digital future. Complementing this, the Data Commission will function as an independent oversight body, tasked with safeguarding and ensuring robust data governance while promoting ethical AI practices.”

A key aspect of the Data Commission’s design is its framework for interoperability across the ASEAN region. This forward-thinking approach will enable Malaysia to contribute meaningfully to a wider, region-wide trust architecture. Gobind highlighted Malaysia’s proactive stance, stating, “By taking a proactive, future-oriented approach, Malaysia is positioning itself not only to meet current challenges, but to lead in shaping regional and global standards for trustworthy AI and digital systems.”

Furthermore, Malaysia’s domestic initiatives are envisioned as foundational building blocks for a broader ASEAN trust architecture. This regional framework aims to protect data, ensure AI safety, and foster public confidence across borders, particularly in what Minister Gobind referred to as the ‘agentic age of AI.’ Malaysia is actively aligning its efforts with existing ASEAN initiatives, including the ASEAN Guide on AI Governance and Ethics, the ASEAN AI Safety Network, and the ASEAN Cybersecurity Cooperation Strategy 2026–2030. This alignment is expected to facilitate the safe operation of AI across jurisdictions, ensure consistent data governance, and extend public confidence beyond national boundaries.
