LKYSPP Advocates for Coordinated 5G-AI Strategies to Propel ASEAN’s Digital Economy

SINGAPORE – The Lee Kuan Yew School of Public Policy (LKYSPP) at the National University of Singapore has unveiled a critical research report, ‘Leveraging 5G to Accelerate AI-Driven Transformation in ASEAN: Imperatives, Policy Insights, and Recommendations,’ on July 22, 2025. This comprehensive study outlines a strategic roadmap for ASEAN member states to harness the convergence of 5G and artificial intelligence for transformative economic growth and to secure the region’s digital future.

The report underscores a significant economic opportunity, projecting that 5G alone could contribute an estimated US$130 billion to Asia Pacific’s economy by 2030. However, it also casts a stark warning regarding the current disparities in 5G adoption across the region. While Singapore boasts a 48.3% penetration rate, several other ASEAN member states lag significantly with less than 1% adoption. Without a concerted and coordinated effort, these disparities risk deepening existing digital divides and undermining regional competitiveness, potentially leaving ASEAN behind as other global regions accelerate their digital transformations.

Professor Vu Minh Khuong, Practice Professor at LKYSPP, emphasized the urgency of the situation. “The convergence of 5G and AI represents the infrastructure of innovation, powering smart manufacturing, precision agriculture, and autonomous mobility. But ASEAN cannot afford to wait. The window for establishing regional leadership in intelligent connectivity is rapidly closing,” stated Professor Khuong. He further added, “Our report provides ASEAN policymakers with a blueprint to navigate the complex intersection of 5G and AI integration, and now policymakers must act decisively. Coordinated strategies that can accelerate regional leadership in intelligent connectivity must be established to help the region move beyond incremental improvements toward transformative digital leadership.”

The LKYSPP study, which drew insights from extensive stakeholder interviews and survey responses from over 400 professionals across eight ASEAN countries, identifies ten critical imperatives for accelerating 5G-AI transformation. Among these, the report recommends five strategic priorities for policymakers:

1. Establishing National 5G-AI Development Strategies: Governments must formulate clear roadmaps for 2025-2030 to guide the integration and deployment of these technologies.

2. Creating Empowered Coordination Agencies: Dedicated agencies within ASEAN member countries are crucial to ensure synchronized efforts and overcome fragmentation.

3. Deploying Forward-Looking Spectrum Policies: Policies that promote accessibility and foster innovation in spectrum allocation are vital for widespread 5G adoption.

4. Fostering Vibrant AI-Driven Ecosystems: Public-private collaboration is essential to cultivate robust ecosystems that support AI innovation and deployment.

5. Implementing Robust Monitoring Frameworks: Effective frameworks are needed to track progress, evaluate outcomes, and enable necessary course corrections.

The report also highlights successful examples within the region that demonstrate the transformative potential of coordinated strategies. Singapore’s 5G-powered smart ports have achieved a 50% reduction in latency, Thailand has successfully deployed AI-enhanced disaster management systems, and Malaysia’s wholesale network model has reached an impressive 82% population coverage. These cases underscore the importance of prioritizing enterprise adoption as a key driver for maximizing 5G’s economic impact.
