Japan to Integrate AI for Enhanced Japanese Language Education for Children with Foreign Backgrounds

TLDR: The Japanese government is set to implement generative artificial intelligence and other digital technologies to bolster Japanese language instruction for children with foreign roots. This initiative aims to address a significant shortage of language support staff and ensure equitable, high-quality education for all students, with plans to include these measures in the fiscal 2026 budget.

TOKYO – The Japanese government is advancing plans to leverage generative artificial intelligence (AI) and other digital technologies to enhance Japanese language education for children with foreign backgrounds. This strategic move, revealed by sources close to the matter on August 14, 2025, seeks to bridge critical gaps in language support and ensure comprehensive educational opportunities.

The initiative comes amidst a pressing shortage of educators proficient in languages such as Portuguese, Chinese, and Spanish, which are crucial for effectively supporting the diverse student population. Data from May 2023 indicates that approximately 69,000 students in public elementary, junior high, high schools, and special needs schools required Japanese language instruction. This figure represents the highest number since the survey commenced in fiscal year 1991. Alarmingly, about 10 percent of these students are currently not receiving adequate Japanese language support, either within their classes or through after-school programs.

To tackle this disparity, the education ministry intends to develop a robust system that integrates generative AI-powered translation applications and online teaching platforms directly into schools. The overarching goal is to deliver high-quality education consistently, irrespective of a student’s linguistic or cultural background. These proposed initiatives are slated for inclusion in the ministry’s budget for fiscal 2026, which is set to begin next April.

Furthermore, the ministry plans to issue comprehensive guidelines that will not only detail effective teaching methodologies for Japanese language and other subjects but also outline necessary measures for schools to smoothly integrate and support students with foreign roots into the educational system. This holistic approach underscores Japan’s commitment to fostering an inclusive learning environment and ensuring that all children have the resources needed to succeed.
