Connecticut is making a significant stride towards becoming a national leader in advanced technology with its $100 million Innovation Clusters Program. This initiative, designed to cultivate growth in critical sectors like artificial intelligence and quantum computing, has named Hartford, Stamford, and New Haven as the three finalist cities to receive substantial state grants. These cities were chosen from a pool of 32 applicants, highlighting the competitive nature and high potential of their proposals.
According to Daniel O’Keefe, Commissioner of the state Department of Economic and Community Development (DECD), the Innovation Clusters program is focused on establishing “strong public-private partnerships that incorporate novel technology and innovation in ways that will be truly transformative at the local level for Connecticut’s core industry sectors.” The finalists are required to submit more detailed proposals by April 15, with funding announcements expected in June. A key requirement for each proposal is a dollar-for-dollar match of the state funding sought, ensuring significant private sector involvement.
Stamford’s ambitious proposal centers around an ‘AI Innovation Institute,’ envisioned as an incubator for startups specializing in financial technology, artificial intelligence, and cybersecurity. This institute is planned to be based at the University of Connecticut’s Stamford campus and will feature a state-of-the-art supercomputing platform, led by a dedicated faculty director. The city’s partners, including CIC and the University of Connecticut, aim to harness AI to enhance efficiency, security, and customer experience across Connecticut’s vital economic sectors. The proposal also includes plans for 800,000 square feet of new residential and commercial development near the Stamford Transportation Center.
Hartford is putting forward the ‘Connecticut Center for Applied AI,’ a project designed to create an AI-fueled incubation space. This center will strategically leverage the vast datasets held by the city’s prominent insurance and healthcare companies. Hartford Mayor Arunan Arulampalam emphasized the goal: “We want to make this among the most advanced workforces in the world when it comes to AI, and leverage that workforce to test out products and projects for these large corporations.” The center will focus on training workers for next-generation jobs and facilitating the testing of new AI products and services. The city’s partners include the Connecticut Center for Advanced Technology, CIC, RMS Cos., eight local colleges and universities, and seven major corporate partners.
New Haven’s proposal, the ‘Quantum & Bioscience Cluster,’ aims to establish an innovation district focused on quantum technology, building upon Connecticut’s robust life sciences education and industry infrastructure. This district will be situated around the campuses of Yale New Haven Health, Yale University, and the Connecticut State Gateway Community College, integrating with over 3 million square feet of existing life sciences facilities. Development plans include Ancora L&G’s Science at Square 10 and Winstanley Enterprises’ new life science building on Parcel B of Downtown Crossing, adding over 550,000 square feet of new space. New Haven Mayor Justin Elicker expressed honor in reaching this stage, stating, “Our city is home to cutting-edge research and development and is a growing hub for these industries with promising discoveries in the pipeline. We look forward to building these partnerships, strengthening our workforce development pipeline and creating an inclusive space for growth that helps connect more New Haven residents to meaningful careers and good paying jobs.” This cluster will also support QuantumCT, a joint Yale-UConn quantum research and commercialization initiative.
