San José, California – In a bold move to harness the power of cutting-edge technology, the City of San José’s Information Technology Department (ITD) has officially launched its IT Innovation Hub. This pioneering portal serves as a continuous invitation for technology companies and entrepreneurs to submit proposals for solutions aimed at making local government operations faster, smarter, and more efficient. The initiative specifically welcomes advancements in artificial intelligence and cybersecurity tools, applicable to both internal city operations and public-facing services.
Mayor Matt Mahan emphasized the city’s commitment to technological advancement, stating, “San José is using technology to make government work better.” He highlighted the hub’s innovative ‘bottom-up’ approach, which allows for year-round submissions, contrasting with traditional, infrequent Request for Information (RFI) processes. This strategy is designed to integrate the region’s renowned innovation directly into City Hall, fostering a dynamic environment for problem-solving.
City Manager Jennifer Maguire added, “Our IT Innovation Hub opens the door for technology companies to directly engage with the City in a fair, transparent, and structured way. We are looking for solutions that innovate our operations and provide measurable benefits to the community we serve.” All proposals must adhere to the City’s stringent AI Policy, Data Governance Policy, and cybersecurity standards.
This new hub complements San José’s existing robust AI ecosystem. In August 2025, the city announced the winners of its AI Incentive Program, a grant initiative supported by $200,000 in one-time funding. This program attracted over 170 applications, ultimately awarding grants and professional support to four startups: Elythea, Metafoodx, CLIKA, and Satlyt. These companies are developing AI-driven solutions for critical civic challenges, including identifying high-risk pregnancies, reducing food waste, optimizing hardware for AI models, and processing satellite data.
Mayor Mahan proudly declared San José as ‘America’s AI Capital,’ noting that the city’s first-in-the-nation AI grant program is funding local startups that contribute to a stronger, safer, and more vibrant community. The city’s tech scene now boasts 91 venture-backed AI startups valued at approximately $6 billion.
Beyond external partnerships, San José is also investing internally through its AI Upskilling Program for city staff. This 10-week course has already demonstrated significant returns, saving thousands of dollars and hundreds of staff hours. The city plans to expand this program to over 1,000 employees, roughly 15% of its workforce, by 2026, ensuring responsible and effective AI implementation across departments.
