Karnataka Unveils Ambitious AI Mission and Policy Framework

Karnataka, India’s preeminent technology hub, is making significant strides in shaping the future of artificial intelligence with the impending launch of a comprehensive state-level AI Mission. This ambitious initiative is a cornerstone of the state’s new IT Policy 2025-2030, signaling Karnataka’s commitment to not only harness AI’s transformative potential but also to establish robust ethical and regulatory frameworks.

The state government is acutely aware of AI’s multifaceted impact, particularly on the workforce. With over 100,000 AI professionals already residing in Karnataka, a detailed study has been undertaken to assess how generative AI might influence job roles, especially entry-level positions within the IT sector. This proactive approach aims to mitigate concerns surrounding automation, deepfakes, and digital fraud, ensuring a balanced growth trajectory.

Under the proposed AI Mission, the state plans to strike a delicate balance between promoting innovation and ensuring responsible governance. Mechanisms such as incubators, accelerators, and regulatory sandboxes will be established to foster cutting-edge AI development. Simultaneously, a robust framework for ethical AI governance will be put in place, drawing inspiration from other states like Maharashtra and Kerala, which are also developing their own AI policies.

A key component of this strategy is the establishment of a Centre for Applied AI for Tech Solutions (CATS), backed by an investment of ₹50 crore spread over five years. This center aims to position Karnataka as a frontrunner in applied AI, driving innovation across critical sectors such as governance, public services, and industry. Furthermore, the state has introduced a ₹300 crore fund-of-funds to support startups and a dedicated ₹100 crore fund to encourage the growth of deep-tech enterprises.

Chief Minister Siddaramaiah has emphasized Karnataka’s evolution into a model state for AI-driven governance. The Karnataka AI Cell is already actively developing AI solutions utilizing advanced technologies like Computer Vision, Natural Language Processing (NLP), and Large Language Models (LLMs).

Beyond Bengaluru, the state is actively working to decentralize its IT ecosystem, promoting growth in Tier-2 and Tier-3 cities such as Mysuru, Mangaluru, Hubballi-Dharwad, and Kalaburagi. These regions are slated to benefit from enhanced IT infrastructure, skilling programs, and regulatory reforms designed to improve the ease of doing business. Minister Sharan Prakash Patil highlighted Kalaburagi as an emerging destination for startups, citing its air connectivity and infrastructure.
