TLDR: The United Nations General Assembly has launched two significant initiatives: the United Nations Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. These aim to enhance global collaboration, address the risks and harness the benefits of artificial intelligence, and foster informed policymaking. UN Secretary-General Antonio Guterres lauded the move as a ‘pathbreaking milestone’ in global efforts to manage this transformative technology.
The United Nations General Assembly (UNGA) has taken a decisive step towards fostering international cooperation on artificial intelligence (AI) governance by establishing two new institutional mechanisms. Announced on August 27, 2025, these initiatives include the United Nations Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. UN Secretary-General Antonio Guterres warmly welcomed the decision, hailing it as a ‘pathbreaking milestone’ and a ‘significant step forward in global efforts to harness the benefits of artificial intelligence while addressing its risks’ .
These new mechanisms underscore the commitment of Member States to build upon the Global Digital Compact, which was adopted as part of the Pact for the Future in September 2024 . The overarching goal is to ensure that AI serves the common good of all humanity, rather than becoming a source of instability .
The United Nations Independent International Scientific Panel on AI is envisioned as a crucial bridge between cutting-edge AI research and policymaking . This 40-member body, comprising global experts, will serve three-year terms. Its mandate is to provide rigorous, independent scientific assessments that synthesize and analyze research on AI’s opportunities, risks, and broader impacts . Secretary-General Guterres will soon launch an open call for nominations for this panel, which will present its annual reports at the Global Dialogue on AI Governance sessions .
Complementing this, the Global Dialogue on AI Governance will serve as an inclusive platform within the United Nations. It is designed for states and a wide array of stakeholders, including governments, scientists, private sector representatives, and civil society, to discuss the critical issues concerning AI facing humanity today . The inaugural sessions of this dialogue are scheduled to take place in July 2026 in Geneva and in 2027 in New York . These meetings will facilitate the sharing of best practices, promote international cooperation, and work towards aligning AI development with the UN’s Sustainable Development Goals .

The urgency of these initiatives was highlighted by diplomats, who noted that the development of artificial intelligence is advancing at a pace and scale that affects all states and countries across the globe . There are mounting international concerns regarding algorithmic bias, disinformation, surveillance, and the potential misuse of advanced generative systems, which could threaten democracy, human rights, and global stability . The UN’s move positions it at the center of global AI governance efforts, emphasizing that only multilateral cooperation can effectively address these complex ethical and regulatory challenges .
