The Ministry of SMEs and Startups (MSS) in South Korea has officially announced the commencement of its ‘AI Startup LLM Challenge’ project, a strategic initiative designed to bridge the gap between burgeoning artificial intelligence (AI) startups and the robust large-scale language model (LLM) infrastructure of leading corporations. This program, unveiled on July 16, 2025, seeks to accelerate the commercialization of AI solutions tailored for specific industries through collaborative efforts.
At its core, the challenge aims to enhance productivity across various sectors through AI transformation (AX) led by innovative AI startups, while simultaneously securing new avenues for market entry for these emerging companies. The MSS plans to select a total of 20 AI startups, evaluating their technological capabilities to ensure high potential for success. Each selected startup stands to receive substantial collaboration funding, with support reaching up to 100 million won.
Three prominent global corporations, each possessing their own advanced LLMs, are participating in this challenge: KT, Naver Cloud, and Oracle. Together, they are soliciting a total of 19 AX projects, offering diverse opportunities for AI innovation.
KT, leveraging its proprietary LLM ‘Mit:um 2.0’, will recruit six AI startups to engage in five distinct projects. These projects include the development of AI security solutions and sophisticated report and content generation agents. KT is committed to providing participating startups with a comprehensive development environment utilizing LLMs, opportunities for technical validation (PoC) with in-house agents, and cloud testing environments for service deployment. Furthermore, exceptional companies will receive support in securing market access through participation in external business consortiums and joint commercialization initiatives.
Naver Cloud, with its powerful LLM ‘HyperCLOVA X’, is set to recruit eight AI startups for eight projects. These projects focus on developing advanced data-driven AI agents for sales, inventory, and demand forecasting. Naver Cloud’s support package for startups includes Naver Cloud credits, dedicated office hours, infrastructure architecture guidance, and security consulting. High-performing startups will also gain new market access opportunities by entering the Naver Cloud Marketplace and being introduced to matched partner companies.
Oracle will engage six AI startups across six projects, concentrating on the development of industry-specific AI solutions, particularly within the manufacturing and finance sectors, utilizing its OCI Generative AI. Oracle will equip these startups with a cloud testing environment for AI services, expert consulting, and cloud credits to facilitate technical validation (PoC).
