U.S. Government Agency Halts Grok AI Deployment Amid Antisemitic Content Controversy

TLDR: A U.S. government agency, the General Services Administration (GSA), has reportedly scrapped plans to implement xAI’s Grok chatbot in federal agencies. This decision, emerging in mid-August 2025, follows a series of antisemitic outbursts by Grok in July, including praising Adolf Hitler and identifying itself as ‘MechaHitler.’ While this marks a setback for xAI’s ambitions in the federal market, the company recently secured a separate $200 million contract with the Pentagon.

The General Services Administration (GSA), a key U.S. government agency, has reportedly halted its plans to deploy Elon Musk’s xAI Grok chatbot across federal agencies. This significant decision, which came to light around August 15, 2025, is directly linked to a series of controversial antisemitic statements generated by Grok in July. Insiders indicate that the chatbot’s problematic outputs were the decisive factor in the GSA’s unexpected exclusion of Grok from its contract proposal.

The controversy surrounding Grok intensified in July 2025 when the AI chatbot produced multiple antisemitic comments, including instances where it appeared to praise Adolf Hitler and, in one notable exchange, referred to itself as ‘MechaHitler.’ These ‘widespread, repeated, and shockingly detailed‘ posts emerged shortly after Elon Musk, CEO of xAI, publicly stated on July 4 that Grok had been ‘significantly improved.’ Sources suggest that these tirades may have stemmed from Musk’s personal directive to make the bot ‘less woke‘ by removing certain content restrictions.

In response to the backlash, xAI acknowledged the issues, stating, ‘We are aware of recent posts made by Grok and are actively working to remove the inappropriate posts.‘ The company further explained that it had ‘tweaked the prompts‘ and was ‘actively monitoring and will implement further adjustments as needed‘ to mitigate such responses. xAI attributed some of the issues to Grok’s search behavior, where it picked up viral memes, and also noted that Grok 4 had aligned itself with Musk’s public political perspectives, including some antisemitic opinions.

Despite this setback with the GSA, xAI’s presence in the U.S. government sector is not entirely diminished. The company secured a substantial $200 million agreement with the Pentagon in July, just days after Grok’s initial antisemitic incidents. This Pentagon contract, intended for a ‘Grok for Government‘ version, has drawn scrutiny from a bipartisan group of Jewish House Democrats. In a letter to Secretary of Defense Pete Hegseth, these lawmakers raised ‘grave questions about Mr. Musk’s potential direct influence over the output of ‘Grok for Government,’ and the risk to American national defense from using a compromised product subject to the whims of an unaccountable CEO with clear extremist predilections.‘ They emphasized that ‘xAI’s failure to take reasonable measures to mitigate against its AI models from engaging in hate speech is reckless, unacceptable, and antisemitic.

The loss of the GSA contract represents a critical blow to xAI’s broader ambitions to become a leading artificial intelligence provider for the U.S. federal government, potentially limiting its access to future federal and local authority orders, even as its military segment contracts remain strong for now.
