The initiative follows a recent investment-focused visit to China by a high-level South African delegation, led by Communications and Digital Technologies Minister Solly Malatsi.
During the visit, a key outcome was the formal advancement of a proposed Memorandum of Understanding (MoU) on AI cooperation between the two nations. This agreement is designed to unlock collaborative research, innovation, and the application of AI in critical sectors such as education, agriculture, and public service delivery. The South African delegation engaged with various Chinese counterparts in Beijing, Shenzhen, and Shanghai, with a collective mandate to secure support for South Africa’s digital transformation agenda.
Discussions also included exploring the development of a satellite broadband initiative with the China Satellite Network Company (CSNC). This initiative aims to improve last-mile connectivity in rural and underserved communities, aligning with South Africa’s commitment to closing the digital divide and enhancing access to education, healthcare, and digital public infrastructure. Minister Malatsi emphasized the necessity of affordable broadband, stating, ‘Access to affordable broadband is no longer a luxury; it’s a necessity.’
The delegation also participated in a roundtable hosted by the China branch of the BRICS Institute of Future Networks, bringing together Chinese ICT firms to explore collaboration on broadband expansion, smart device accessibility, and digital skills development. Furthermore, the South African representatives attended the 2025 World Artificial Intelligence Conference and a high-level meeting on global AI governance in Shanghai, where the rapid pace of AI transformation and the urgency for inclusive, ethical, and development-oriented global collaboration were highlighted.
