Singapore Judiciary Introduces Generative AI Tool to Streamline Small Claims Tribunal Cases

SINGAPORE – The Singapore Judiciary announced on September 10, 2025, the launch of an innovative generative artificial intelligence (AI) tool aimed at simplifying and streamlining proceedings within the Small Claims Tribunals (SCT). This new technology is set to significantly benefit self-represented individuals by condensing lengthy legal documents into more accessible text, thereby improving their understanding of cases and aiding in the preparation of court documents.

The AI tool, developed through a strategic collaboration between the Singapore Judiciary and American AI start-up Harvey AI, was made available to Tribunal Magistrates starting Wednesday, September 10. Its rollout to claimants and respondents is anticipated in November, with the specific date to be announced later. This initiative builds upon an existing partnership, which saw the Singapore Courts sign a memorandum of understanding with Harvey AI in 2023, and subsequently renew and expand their collaboration on September 8, 2025.

For self-represented individuals, who constitute the majority of parties in the SCT where lawyers are not involved, the tool will be invaluable. It will distil factual and legal issues, provide clear and easy-to-read summaries of both the claimant’s and respondent’s cases, and help users frame their arguments for trial by outlining main points and evidence. This is particularly crucial given the increasing volume of evidence, including WhatsApp messages and emails, that parties now submit.

Tribunal Magistrates will also leverage the AI tool to prepare for trials more efficiently, gaining a comprehensive understanding of the facts involved in each dispute. The Singapore Courts emphasized that the tool is designed to provide factual summaries without offering case-specific legal advice, ensuring that judicial decisions remain human-led.

Security and confidentiality are paramount, with the Judiciary assuring that case details are securely stored and privacy maintained at every step. This new feature is part of a broader technological push by the Singapore Judiciary to enhance access to justice, following an earlier generative AI-powered document translation service deployed in December 2024 and expanded in March 2025.

The SCT handles a substantial caseload, with over 11,000 cases last year, up from more than 10,000 in 2023 and 9,000 in 2022. The introduction of this generative AI tool is expected to further support the efficient processing of these claims, which can range up to S$20,000 (US$15,600) or S$30,000 where mutually agreed.
