TLDR: The Pentagon has awarded contracts worth up to $200 million each to leading AI companies Google, OpenAI, Anthropic, and xAI. The U.S. Department of Defense (DoD) has announced significant contracts, totaling up to $200 million for each company, to four prominent artificial intelligence firms: Google, OpenAI, Anthropic, and xAI. These awards, issued by the Chief Digital and Artificial Intelligence Office (CDAO), are intended to “develop agentic AI workflows across a variety of mission areas” and “increase the ability of these companies to understand and address critical national security needs.”
The decision comes amidst scrutiny, particularly concerning the potential for ideological bias within the AI models developed by some of the selected companies. Reason Magazine highlighted that Anthropic and xAI are of particular concern due to their “ideological constitutions and ambiguous alignment.” Elon Musk’s xAI, with its Grok chatbot, recently faced controversy for promoting what was described as “Nazi ideology,” raising eyebrows regarding its inclusion in the defense contracts.
Despite these concerns, the DoD emphasizes the importance of leveraging commercially available AI solutions to enhance national security. Dr. Doug Matty, Chief Digital and AI Officer, stated that “The adoption of AI is transforming the Department’s ability to support our warfighters and maintain strategic advantage over our adversaries.” He added that “Leveraging commercially available solutions into an integrated capabilities approach will accelerate the use of advanced AI as part of our Joint mission essential tasks in our warfighting domain as well as intelligence, business, and enterprise information systems.”
Industry experts offer varied perspectives. Neil Chilson, head of AI policy at the Abundance Institute, expressed that it is “highly unlikely that these tools will be in a position where their internal configurations present some sort of risk to national security.” He also noted that the equal grant amounts suggest the DoD will compare results across different models, discontinuing the use of inferior ones.
Anthropic’s model, Claude, utilizes a “constitution” for its alignment, which the company claims avoids issues associated with human feedback models. However, the specific modifications to these models for government use, which reportedly have “looser guardrails,” have not been publicly disclosed. Google Public Sector’s VP of Federal Sales, Jim Kelly, affirmed that “These advanced AI solutions will enable the DoD to effectively address defense challenges and scale the adoption of agentic AI across enterprise systems to drive innovation and efficiency with agile, proven technology.”

OpenAI has also been actively engaging with the government sector, having secured a similar contract with the DoD in June for developing AI prototypes. Both OpenAI and Anthropic have established dedicated government business divisions to cater to the growing demand for AI in the public sector, demonstrating a strategic shift towards serving national security missions.
