ISLAMABAD, Pakistan – In a significant move towards digital advancement, Pakistan’s Federal Cabinet, under the leadership of Prime Minister Shehbaz Sharif, officially approved the National Artificial Intelligence (AI) Policy 2025 on Wednesday, July 30, 2025. This landmark policy is designed to cultivate a complete AI ecosystem within the country, with a strong emphasis on capacity building, innovation, and the creation of new employment opportunities.
The Ministry of Information Technology, which spearheaded the policy’s development, has set an ambitious goal to train one million individuals in AI over the next three years, with a broader target of one million AI professionals by 2030. Prime Minister Sharif underscored the importance of this initiative, stating, “Our youth are Pakistan’s greatest asset. Providing them with education, skills, and equal opportunities in AI is a top priority.” He further noted that AI would not only modernize the economy but also enhance productivity across various sectors, including agriculture, public services, and governance.
The National AI Policy 2025 outlines several key features and initiatives. It includes the establishment of an ‘AI Innovation Fund’ and an ‘AI Venture Fund’ to stimulate private sector involvement in education, research, and industrial ventures. The policy also commits to providing 3,000 AI scholarships annually until 2028, facilitating 1,000 research projects, and creating 10,000 trainers to support these endeavors. Furthermore, it aims for the creation of 50,000 AI-driven civic projects and 1,000 local AI products within the next five years.

Beyond skill development and innovation, the policy addresses critical areas such as cybersecurity, national data security, environmental considerations, and the integration of AI into the public sector. The government is already leveraging AI to improve its tax collection system, demonstrating an early commitment to the technology’s practical application. The policy also emphasizes the inclusive participation of women and differently-abled individuals through accessible education and financing. An AI Council, supported by a comprehensive Master Plan and Action Matrix, will oversee the policy’s implementation, ensuring its strategic roadmap is effectively executed to integrate AI across public services, education, agriculture, and economic development.
