Malaysia Unveils MyDigital ID and AI Action Plan to Revolutionize Public Services by 2030

TLDR: Malaysia has launched its MyDigital ID initiative, a free national digital identity, alongside a comprehensive National Artificial Intelligence Technology Action Plan. These initiatives aim to significantly enhance public service delivery and boost national competitiveness, with a target of 95% of federal public services accessible online by 2030.

Kuala Lumpur, Malaysia – August 1, 2025 – Malaysia has officially launched its MyDigital ID, a national digital identity offered free of charge to its citizens, marking a significant step towards a digitally-enabled nation. This initiative is complemented by the ambitious National Artificial Intelligence Technology Action Plan, both designed to transform public service delivery and elevate Malaysia’s global competitiveness by 2030. These efforts are integral to the 13th Malaysia Plan (RMK13).

Prime Minister Datuk Seri Anwar Ibrahim announced these pivotal initiatives on July 31, 2025, during a session in the Dewan Rakyat. He articulated the government’s bold objective: to ensure that 95 percent of all federal public services are fully accessible online within the next five years. The MyDigital ID will serve as a secure and unified digital identity, streamlining access for Malaysians to various public services through a single, integrated online gateway.

Central to this digital transformation is the AI Technology Action Plan, which is currently being finalized and is set to guide Malaysia’s AI development until 2030. This plan emphasizes the development of robust digital infrastructure, promotes the responsible use of AI, and aims to improve service quality across critical sectors including healthcare, education, agriculture, and energy. The plan incorporates principles of transparency and equity in AI deployment.

To facilitate this ambitious shift, the GovTech division, under the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), will develop a centralized, one-stop platform. This platform will integrate diverse services such as e-Syariah and digital court case management. Furthermore, the government is committed to upskilling civil servants in essential digital tools, big data analytics, and artificial intelligence to support this comprehensive transformation.

These initiatives align with the broader MyDIGITAL strategy and Malaysia’s Research, Development, Commercialisation and Innovation (RDCI) framework, which focuses on cultivating local capabilities and promoting homegrown technologies. Malaysia’s digital governance goals include ranking among the top 20 countries in the United Nations E-Government Index and maintaining an A-level rating in the World Bank’s GovTech Maturity Index. The government is also fostering stronger engagement between ministries, industry players, and academia to harmonize policies and accelerate innovation, aiming for a resilient, tech-driven economy.
