KUALA LUMPUR – Malaysia is intensifying its efforts to establish itself as a leading Artificial Intelligence (AI) nation by 2030, a strategic move underscored by significant investments and policy frameworks outlined in the recently tabled Budget 2026. This ambitious vision aims to harness AI as a pivotal driver for economic growth, innovation, and enhanced public services, while ensuring its benefits are distributed inclusively across all segments of society.
According to the Economic Outlook 2026 report, AI integration is projected to contribute a substantial RM485 billion (approximately USD115 billion) in value-added to the national economy. This potential impact is a key motivator behind the government’s accelerated AI adoption strategy, which emphasizes not only rapid deployment but also equitable access to prevent an ‘AI divide’ within the country.
Prime Minister Datuk Seri Anwar Ibrahim announced a cross-ministerial allocation of nearly RM5.9 billion in Budget 2026 to bolster AI research, development, commercialization, and innovation (RDCI) activities. This funding is central to Malaysia’s goal of becoming an AI-driven nation. Key initiatives include:
National AI Office (NAIO): An allocation of nearly RM20 million will support the NAIO in developing highly skilled talent, enhancing digital infrastructure, and building an efficient AI ecosystem.
Sovereign AI Cloud: The Malaysian Communications and Multimedia Commission (MCMC) will develop a Sovereign AI Cloud with an investment of RM2 billion, alongside establishing an AI Transformation Centre in collaboration with Multimedia University and the Centre of Excellence in Ethics for Emerging Technologies.
MSME Support: Micro, Small, and Medium Enterprises (MSMEs) will receive an additional 50% tax deduction for AI and cybersecurity-related training expenses recognized by the MyMahir National AI Council for Industry.
Digital Acceleration Grant: RM53 million has been allocated under the Malaysia Digital Acceleration Grant to boost the growth and adoption of advanced technologies, including blockchain, AI, and quantum computing.
Talent Development: Perbadanan Tabung Pembangunan Kemahiran will channel RM650 million to support 25,000 trainees in critical industries such as AI, electric vehicles, and semiconductors. Furthermore, Technical and Vocational Education and Training (TVET) funding will increase to RM7.9 billion in 2026, with specific programs to introduce AI and digital training to 10,000 tahfiz and pondok students.
Experts have lauded the government’s commitment. Dr. Muhammad Akmal Remli, Director of Universiti Malaysia Kelantan’s Institute of Artificial Intelligence and Big Data (AIBIG), stated, “Budget 2026 demonstrates a strong and genuine commitment to position Malaysia as a serious player in AI. This is not symbolic; it’s backed by careful planning and research.” He further emphasized the critical need for inclusive AI development, noting, “Big companies may quickly enjoy the advantages of AI adoption, while smaller enterprises or those less exposed risk being left behind. This gap must be closed to ensure inclusive AI development.”
Malaysia’s AI readiness framework is built upon existing national instruments, including the Malaysia Digital Economy Blueprint (2021–2030), the National AI Roadmap (2021–2025), and the National Guidelines on AI Governance and Ethics (AIGE). While global indices like the Stanford AI Index and Oxford Government AI Readiness Index recognize Malaysia’s progress, challenges remain, particularly in business readiness and infrastructure, as indicated by the Cisco AI Readiness Index 2024.
