Kuwait’s CITRA Advocates for Ethical AI Deployment and Digital Transformation

TLDR: Kuwait’s Communication and Information Technology Regulatory Authority (CITRA) is championing the responsible and ethical integration of Artificial Intelligence (AI) and digital transformation across the nation. This initiative is a cornerstone of Kuwait’s national innovation strategy, aiming to enhance digital infrastructure, improve government efficiency, and safeguard public interest and human values.

Kuwait City, Kuwait – The Communication and Information Technology Regulatory Authority (CITRA) is at the forefront of a national drive to ensure the responsible and ethical deployment of Artificial Intelligence (AI) and broader digital transformation initiatives within Kuwait. This commitment was highlighted during the International Forum on Artificial Intelligence and Digitization and the Gulf Conference on Archiving, Documents, and Archives Management, held in October 2025.

Dr. Khaled Al-Zamel, Chairman of CITRA’s Board of Directors and Acting Director General of the Central Agency for Information Technology, underscored Kuwait’s high priority on adopting advanced national strategies. These strategies are designed to support innovation, digital transformation, and enhance the efficiency of government systems, aligning with global technological advancements.

During the forum, held under the patronage of Omar Al-Omar, Minister of State for Communications Affairs, Dr. Al-Zamel emphasized that CITRA is actively developing comprehensive policies and regulatory frameworks. The goal is to facilitate the adoption of emerging technologies while rigorously ensuring ethical AI use, robust cybersecurity, and the protection of fundamental human values.

Al-Zamel articulated that digital transformation and AI are now recognized as pivotal tools for institutional and economic development. They serve as essential pillars for improving institutional performance, elevating service quality, and enabling evidence-based decision-making. He further noted that modern technologies are central to shaping the future.

CITRA’s commitment extends to ensuring that Kuwait’s digital evolution proceeds safely, with discipline, ethical practices, and adherence to international standards and best practices. The forum itself served as a crucial platform for Gulf and international dialogue, fostering unified efforts, knowledge exchange, and collaboration among government institutions, private sector entities, and academic bodies. This collaborative approach aims to strengthen the region’s standing in the global digital transformation landscape.
