Japan Urges Citizens to Embrace Generative AI Amidst Lagging Adoption Rates

TLDR: The Japanese government is actively encouraging its citizens to increase their use of generative AI technologies, following a 2025 Communications White Paper revealing significantly lower adoption rates compared to other major economies. Only 26.7% of Japanese individuals have used generative AI, prompting calls for greater integration of AI into daily life and industry.

Tokyo, Japan – The Japanese government is intensifying its efforts to promote the widespread adoption of generative artificial intelligence among its citizens, citing concerns over the nation’s lagging usage rates compared to global leaders. A recent 2025 Communications White Paper, released by the Ministry of Internal Affairs and Communications, highlighted a stark disparity in AI engagement, revealing that only 26.7 percent of people in Japan have ever utilized generative AI.

This figure, while nearly tripling last year’s 9.1 percent usage rate, remains significantly below that of other technologically advanced nations, such as China (81.2 percent), the USA (68.8 percent), and Germany (59.2 percent).

The White Paper explicitly states that ‘Japan is lagging behind AI-advanced countries of the world in terms of technology, industry, and applications, and further promotion of AI usage is needed in daily life.’ The report underscores AI’s role as a ‘fundamental pillar of the future digital society,’ advocating for more robust efforts to integrate the technology across various sectors and everyday activities.

Analysis of the data indicates that even among younger demographics, AI adoption is modest; only 44.7 percent of individuals in their 20s have used generative AI, and business usage stands at a mere 49.7 percent. Common applications among users include basic functions such as searches, summarization, and translation. A significant portion of non-users cited a perceived lack of necessity in their daily lives or work, or a lack of knowledge on how to effectively use generative AI tools.

In response to these findings, the Japanese government has already taken legislative steps. On May 28, 2025, Japan’s Parliament approved the ‘Act on the Promotion of Research and Development and the Utilization of AI-Related Technologies.’ This landmark legislation aims to position Japan as the ‘most AI-friendly country’ globally, fostering an environment conducive to investment and innovation by deliberately avoiding overly stringent regulations that could impede development. Furthermore, the government issued a ‘Guideline for Japanese Governments’ Procurements and Utilizations of Generative AI’ on May 27, 2025, designed to boost AI integration within public administration while simultaneously addressing potential risks such as information leakage and the generation of inappropriate content.

Despite these governmental pushes, public sentiment, as reflected in online comments, suggests underlying societal challenges. Some observers note Japan’s historical reluctance to adopt new technologies, pointing to struggles with cashless payment systems as a parallel. There is also a sentiment that a domestically produced AI might encourage greater public engagement. The ongoing discourse also touches upon the need for clearer guidelines on intellectual property ownership for AI-generated content and addressing concerns related to the misuse of AI for illegal activities or online harassment.
