Indonesia Advances Agentic AI Integration for Enhanced Policy Analysis and Public Sector Efficiency

TLDR: Indonesia is actively pursuing the integration of agentic artificial intelligence (AI) to revolutionize policy analysis and boost efficiency across its public sector. This strategic move is part of a broader national AI roadmap aimed at balancing innovation with robust regulation, fostering an ethical AI ecosystem, and driving significant economic growth through digital transformation. Key initiatives include developing AI for bureaucratic reform, public services, and strategic national programs, with a strong emphasis on talent development and risk mitigation.

Indonesia is making significant strides in leveraging artificial intelligence, particularly agentic AI, to enhance its governmental operations, policy analysis, and overall public sector efficiency. This strategic direction is a cornerstone of the nation’s comprehensive AI roadmap, designed to position Indonesia as a leader in the ethical and inclusive application of advanced technologies.

The country’s commitment to AI was underscored by Nezar Patria, Vice-Minister of Communication and Digital Affairs (Komdigi), who emphasized Indonesia’s intent not just to adopt, but to actively shape an AI ecosystem that is ‘ethical, inclusive, and dignified.’ Speaking at the AI Innovation Summit 2025, Patria outlined a national AI strategy focused on ‘balancing innovation and regulation’ to manage associated risks effectively. This approach seeks to learn from global best practices, integrating the benefits of AI innovation swiftly while ensuring responsible governance.

Agentic AI, characterized by systems capable of autonomous and collaborative action, is seen as a transformative tool for governance and citizen engagement. Discussions around its deployment highlight its potential to streamline public service delivery and improve operational efficiency. The government is exploring how these autonomous systems can contribute to smarter and faster policy analysis, thereby enhancing decision-making processes within various ministries and agencies.

The national AI roadmap, detailed in a White Paper, sets out policy directions, development priorities, and financing models extending to 2045. It identifies several strategic use cases for AI over the next five years, including critical areas such as food security, education, healthcare, economy and finance, and notably, bureaucratic reform and public services. The goal is to ensure that AI adoption delivers meaningful and sustainable impact, aligning with President Prabowo Subianto’s Asta Cita vision and national development agenda.

Edwin Hidayat Abdullah, Komdigi’s Director-General of the Digital Ecosystem, highlighted the economic potential, projecting AI’s contribution to Indonesia’s economy to rise from 0.22 percent in 2022 to 1.09 percent in 2025, with an optimistic scenario reaching 3.67 percent by 2030. This growth is underpinned by ambitious targets, including producing 100,000 AI talents annually and ensuring 20 million citizens are AI-literate by 2029.

Beyond innovation, the roadmap places a strong emphasis on strengthening research and development, with President Subianto setting a target to increase R&D investments to one percent of GDP in the near future. Furthermore, risk mitigation strategies are being developed to address challenges such as misinformation and other negative consequences of AI, ensuring ethical and responsible AI governance. The vision is for an ‘AI Independent Indonesia,’ a collaborative effort involving all stakeholders to build an inclusive, adaptive, and sustainable AI ecosystem.
