India Accelerates Accessible AI with Modi, OpenAI, and Reliance Intelligence Initiatives

This ambitious push, spearheaded by Prime Minister Narendra Modi’s vision, a strategic expansion by OpenAI, and significant investments from Reliance Intelligence, aims to democratize AI, making it a mass-market utility for the nation’s 1.4 billion citizens. This initiative echoes the transformative impact of the Jio revolution, but with even higher stakes: challenging the long-standing US-China dominance in AI governance.

OpenAI’s Strategic Expansion and Affordable Access

OpenAI has marked a pivotal moment by opening its first Indian office in New Delhi, underscoring India’s status as ChatGPT’s second-largest global market, where weekly active users have quadrupled over the past year. The choice of the capital, rather than a traditional tech hub, highlights the strategic importance of policy frameworks in shaping India’s AI future, ensuring democratic oversight and inclusive access.

Further enhancing accessibility, OpenAI has launched ChatGPT Go in India at a revolutionary price of Rs 399 per month. This pricing model aims to make advanced AI affordable for the country’s burgeoning middle class. The service integrates seamlessly with UPI payment systems, removing traditional financial barriers, and offers ten times higher message limits and enhanced features compared to its free counterpart. Union Minister Ashwini Vaishnaw lauded OpenAI’s expansion, emphasizing India’s leadership in digital public infrastructure.

IndiaAI Mission: Building Sovereign Infrastructure

The IndiaAI Mission is a cornerstone of this national endeavor, focusing on building robust AI infrastructure. By May 30, 2025, India’s national computing capacity had surpassed 34,000 GPUs, establishing one of the world’s largest AI infrastructures. This infrastructure is uniquely designed for inclusive access rather than catering solely to elite consumption, underpinning India’s broader strategic objectives in AI governance and regional leadership.

The mission operates on a four-pillar framework: democratizing computing access, improving data quality, developing indigenous AI capabilities, and attracting top AI talent. This comprehensive strategy seeks to balance technological advancement with significant social impact.

Reliance Intelligence: A Major Investment in AI Future

Reliance Industries, under the leadership of Chairman Mukesh Ambani, announced the formation of a new wholly-owned subsidiary, Reliance Intelligence, during its Annual General Meeting on August 29, 2025. This new entity is tasked with four clear missions to house India’s next-generation AI infrastructure.

Reliance Intelligence is set to build gigawatt-scale, AI-ready data centers in Jamnagar, powered entirely by green energy. These facilities are engineered for national-scale AI training and inference, aiming to deliver the world’s lowest AI inferencing costs. This initiative is expected to provide startups, educational institutions, and businesses across India with access to AI at unprecedented affordability.

The subsidiary will also develop trusted, easy-to-use AI services for consumers, small businesses, and enterprises, with a particular focus on sectors of national importance such as Education, Healthcare, and Agriculture. These services are designed to be reliable, scalable, and affordable for every Indian.

Reliance Intelligence is actively pursuing global partnerships. It has teamed up with Meta to deliver open-source AI models to Indian businesses. Mark Zuckerberg, Meta’s CEO, stated that this partnership is a ‘key step forward towards ensuring that everyone has access to AI, and eventually, superintelligence.’

Additionally, Reliance is partnering with Google Cloud to establish a dedicated ‘cloud region’ in Jamnagar. Sundar Pichai, Google’s CEO, confirmed this development, noting that it will bring ‘world-class AI and compute from Google Cloud, powered by clean energy from Reliance, and connected by Jio’s advanced network.’

India’s Global AI Stature

India currently ranks seventh globally in AI innovation and leads in workforce AI adoption, reflecting deep capabilities in AI implementation, adaptation, and increasingly, original innovation. The AI sector in India is projected to reach $8 billion by 2025, with an annual growth exceeding 40%, laying a robust economic foundation for sustained technological progress.
