India’s Emerging Cities Fueling Data Center Expansion Driven by AI Integration

TLDR: Tier-2 and Tier-3 cities across India are rapidly becoming the new epicenters for data center development, propelled by the increasing adoption of Artificial Intelligence (AI) in business operations. This shift is decentralizing India’s digital infrastructure, with these cities projected to significantly boost the nation’s data center capacity by 2030, supported by government initiatives and technological advancements.

India is witnessing a significant paradigm shift in its digital infrastructure landscape, with Tier-2 and Tier-3 cities emerging as pivotal drivers of the next data center boom. This expansion is largely fueled by the pervasive integration of Artificial Intelligence (AI) into various business operations, necessitating localized and robust computing resources. Once considered peripheral, cities such as Jaipur, Indore, Kochi, Mohali, Lucknow, Visakhapatnam, Bhubaneswar, Vijayawada, and Surat are now transforming into crucial hubs for data center development, edge computing, and digital innovation .

Currently, Tier-2 and Tier-3 cities collectively contribute approximately 82 MW, accounting for about 6% of India’s total data center capacity. However, this figure is projected to surge dramatically, reaching between 300-400 MW by 2030. Concurrently, India’s overall data center capacity is expected to exceed 4,500 MW within the same timeframe, underscoring the vital role these emerging hubs will play in the nation’s digital economy .

The burgeoning demand for AI is a primary catalyst for this decentralization. With India’s AI market anticipated to reach an estimated $17 billion by 2027, the need for instant data transfer and processing for AI workloads – from facial recognition in smart cities to real-time language models – is paramount . Edge data centers, typically ranging from 1-5 MW in capacity, are becoming indispensable for applications like video streaming, connected factories, smart homes, and real-time analytics. In 2024, India’s total edge capacity surpassed 100 MW, with over 30 new edge sites under development, indicating a foundational shift towards distributed computing models .

Several factors contribute to the appeal of these smaller cities, including lower operational costs, more business-friendly environments, and their strategic proximity to end-users. Supportive government policies, such as Digital India, PM Gati Shakti, and the Smart Cities Mission, are actively promoting decentralization and boosting demand for localized data processing . India’s robust fiber optic network, which crossed 3 million route kilometers in 2024, further enhances connectivity, while improved power reliability and lower land prices make these regions attractive for investment .

Technological advancements are also playing a critical role. Modern data centers in these cities are adopting innovations like liquid cooling and AI-optimized airflow to manage high-density workloads generated by AI and high-performance computing (HPC). The focus is shifting from mere scale to efficiency, resilience, and sustainability, with smart power distribution, real-time energy monitoring, and AI-driven cooling becoming crucial for meeting both computing demands and climate goals .
