Hartford Implements AI-Powered Translation to Enhance Civic Engagement and Accessibility

TLDR: Hartford, Connecticut, has launched a new initiative to integrate artificial intelligence into its translation services, aiming to provide real-time, two-way translation in up to 80 languages for public meetings and 311 calls. This partnership with Google Public Sector, utilizing Google Workspace and Google Cloud Translation AI, seeks to break down language barriers and ensure that Hartford’s diverse population, where over 25% speak a language other than English at home, can fully participate in local government and access essential services.

Hartford, Connecticut, is taking a significant step towards fostering a more inclusive and accessible local government by integrating advanced artificial intelligence technology into its translation services. Announced on October 10, 2025, this initiative, in partnership with Google Public Sector, will provide real-time, two-way translation in nearly 80 languages for public meetings and 311 resident services.

The city’s move is a direct response to the linguistic diversity within Hartford County, where more than 25 percent of the population speaks a language other than English at home, with Spanish being the most prevalent. The goal is to ensure that all residents, including the over 120,000 individuals who will benefit from these services, have equitable access to civic engagement and essential city information.

Starting with the next City Council meeting on Tuesday, October 14, residents will be able to access translation services during public gatherings, including City Council and Board of Education meetings. This functionality will be available whether attendees are participating in person or remotely, allowing them to seamlessly toggle between English and their preferred language.

Hartford Councilman Amilcar Hernandez emphasized the importance of this development, stating, “By providing real-time translation in up to 80 languages for public meetings and resident services, we are directly addressing the needs of our diverse population and ensuring that every single resident has the opportunity to fully understand and participate in our local government.” City Councilwoman Maly Rosado echoed this sentiment, highlighting it as a major victory for the community.

The technological backbone of this initiative is Google Workspace, which enables the translation capabilities. Furthermore, the city will integrate Google Cloud Translation AI into its 311 services, empowering city staff to communicate effectively with residents in various languages. This integration will streamline the process for residents to request information, report issues, and receive assistance, thereby reducing the workload on staffers and enhancing governmental capacity.

Mayor Arunan Arulampalam articulated the broader vision behind this integration: “Our goal is to create a city where every resident feels heard and has equal access to information and services.” Cameron Groves, Director of Rapid Innovation at Google Public Sector, praised Hartford’s leadership, noting, “Google Cloud’s innovative technology such as Transition AI is directly enabling this transformation, and cities like Hartford are leading the way. By demonstrating how to personalize services, dismantle language barriers and allow individuals to use their preferred method of communication, Hartford is fostering a future where government truly connects with every resident.”
