Hamburg’s Vision: Becoming a Global AI Hub Driven by Generative AI’s Trillion-Dollar Potential

TLDR: Hamburg hosted a pivotal AI Summit on September 16, 2025, emphasizing the transformative power of artificial intelligence, particularly generative AI, which a McKinsey study projects could boost annual global productivity by up to $4.4 trillion. The summit, organized by the Chamber of Commerce, ARIC, and Mittelstand-Digital Zentrum Hamburg, focused on establishing Hamburg as a leading AI center, addressing critical themes like technological sovereignty, ethical AI development, and competitiveness. Discussions also touched upon the EU’s shift from AI regulation to promotion and real-world applications like Tiplu GmbH’s AI-powered medical device.

Hamburg is actively positioning itself as a formidable hub for artificial intelligence, a vision underscored by the recent AI Summit held at the Chamber of Commerce on September 16, 2025. The event brought together experts and stakeholders to deliberate on the prerequisites for achieving this ambitious goal, highlighting the significant economic impact of AI.

A central revelation at the summit was the immense potential of Generative AI (Gen AI). Kathrin Haug, Vice President of the Chamber of Commerce, cited a McKinsey study indicating that Gen AI could elevate annual global productivity by an astounding $4.4 trillion. To put this figure into perspective, Haug noted, ‘That’s more than the gross national product of Japan.’ This staggering economic forecast served as a powerful impetus for the discussions.

The summit’s agenda was comprehensive, tackling several critical aspects of AI integration and development. Key themes included technological sovereignty, a balanced examination of the pros and cons of AI regulation, and the imperative of a human-centric approach, which emphasizes adherence to ethical principles throughout the AI development phase. Competitiveness, both at the regional and European levels, also topped the discussions.

Organized collaboratively by the Chamber of Commerce, the Artificial Intelligence Center Hamburg (ARIC), and the Mittelstand-Digital Zentrum Hamburg, the summit reflected a concerted effort to foster AI innovation. Hamburg’s current coalition agreement explicitly aims to bolster the city’s competitiveness through AI. As stated by a summit participant, ‘Our goal is to establish Hamburg as a leading AI centre that drives innovation while considering its social impact.’

The European Union’s broader strategy to enhance technological competitiveness was also a point of discussion. The European Commission’s ‘AI Continent Action Plan,’ unveiled in April, seeks to help Europe catch up with global AI leaders like the United States and China. This plan signifies a strategic shift within the EU, moving its focus from primarily AI regulation to actively promoting AI development and adoption—a delicate balance that, according to Bitkom, the entire industry is striving to achieve.

Practical applications and regulatory challenges were also showcased. Doreen Soeder, Head of Compliance at Tiplu GmbH in Hamburg, shared insights into the Medical Device Regulation (MDR) certification process for their MAIA product, an AI support tool for hospital doctors approved in January. Soeder highlighted their efficiency, stating, ‘We completed the MDR process in 15 months, which is not bad at all.’ However, the path forward regarding certification under the forthcoming AI Act remains an area of uncertainty for companies like Tiplu, underscoring the evolving regulatory landscape.
