Gujarat Unveils Ambitious AI Action Plan for Enhanced Governance and Innovation

TLDR: Gujarat has approved a comprehensive Artificial Intelligence (AI) Implementation Action Plan for 2025–2030, aiming to integrate AI across governance and public services. The plan focuses on improving service delivery, optimizing administrative efficiency, and leveraging AI in critical sectors like healthcare, education, agriculture, and finance. Key pillars include data governance, digital infrastructure expansion, capacity building for 2.5 lakh individuals, fostering R&D, supporting AI startups, and ensuring responsible AI adoption.

In a significant stride towards digital transformation, the Gujarat government has formally approved a landmark ‘Action Plan for Implementation of Artificial Intelligence (AI) 2025–2030’. Chief Minister Bhupendra Patel gave the green light to this ambitious five-year blueprint, which aims to deeply embed AI into the state’s governance framework and public service delivery mechanisms. The overarching goals of the plan are to enhance service delivery, optimize administrative efficiency, and strategically apply AI tools across vital sectors such as healthcare, education, agriculture, and finance. This initiative aligns seamlessly with the broader national vision of Viksit Bharat@2047 and the state’s own goal of Viksit Gujarat@2047.

Developed by the Department of Science and Technology, based on recommendations from a 10-member expert AI Taskforce Committee, the plan serves as a roadmap to equip government departments with advanced AI systems and capabilities. Chief Minister Patel emphasized, “This action plan is designed to facilitate smart decision-making and improve citizen-centric service delivery.”

The comprehensive action plan is structured around six major pillars:

1. Data Governance: Establishing a secure, interoperable, and regulation-compliant AI data ecosystem. This includes the creation of a state-level AI data repository under a robust governance framework.

2. Digital Infrastructure: Expanding high-performance GPU and cloud-based digital infrastructure. The plan also includes setting up ‘AI factories’ in Tier-2 and Tier-3 cities and ensuring access to national platforms like AIRAWAT.

3. Capacity Building: A massive training initiative targeting over 2.5 lakh individuals, including students, MSMEs, and government officials, in AI, Machine Learning (ML), and related technologies.

4. Research & Development: Promoting strong partnerships between academia and industry to foster research and develop practical, government-use AI models tailored for state departments.

5. Startup Facilitation: Providing robust support for DeepTech startups through incubation, mentorship, and funding, leveraging existing innovation hubs like Gujarat’s 1.5-lakh sqft i-Hub innovation campus.

6. Safe and Trusted AI: Ensuring responsible AI adoption through the establishment of ethical frameworks, citizen trust mechanisms, audit systems, guidelines, and risk protocols.

To oversee the structured and timely implementation of this extensive effort, the Gujarat Government will establish a dedicated AI and Deep Tech Mission. This institutional mechanism will lead the design, planning, and monitoring of AI projects while facilitating crucial collaboration among academic institutions, industry players, and startups.

Gujarat has already laid a strong foundation for AI integration, with previous initiatives including the launch of an AI Centre of Excellence at GIFT City, the organization of AI training programs for public officials, the AI Innovation Challenge, development of high-performance GPU infrastructure, and the issuance of an Expression of Interest for developing Indian language-based AI models. This new action plan marks another significant milestone in Gujarat’s journey towards becoming a national leader in AI-enabled governance and a future-ready economy.
