In the medium to long term, AI is projected to become a core pillar of economic development, contributing substantially to GDP growth and enhancing social well-being. The overarching goal is to position Mauritius as a regional leader in AI by aligning national priorities with global technological advancements and systematically integrating AI into key sectors including manufacturing, healthcare, agriculture, fintech, transport, and citizen services.
The impetus for this strategy stems from a multidisciplinary Working Group on AI, established under the leadership of the Secretary to the Cabinet. This group engaged in intensive consultations to identify opportunities, assess national AI readiness, and propose actionable recommendations, culminating in a foundational report for AI-driven transformation.
Government Budget 2025–2026 places strong emphasis on AI, allocating significant resources to propel economic transformation. Under the theme ‘Innovative Mauritius,’ the budget outlines a strategic vision for AI integration across various sectors, supported by targeted fiscal incentives. Key national AI initiatives include the establishment of an AI Innovation Start-Up Programme under the Ministry of Information Technology, Communication and Innovation (MITCI) to foster AI-focused start-ups, and a dedicated AI Unit within MITCI to drive the national AI transition. Furthermore, Rs 25 million will be allocated to equip ministries with AI tools to enhance policymaking and service delivery as part of the Public Sector AI Programme. To encourage private sector adoption, start-ups and MSMEs can claim tax deductions on AI investments up to Rs 150,000.
Beyond economic growth, the AI strategy aims to address national challenges such as declining productivity, an aging population, and social issues through intelligent systems. It also emphasizes ethical governance, data privacy, and skills development, ensuring a responsible and inclusive AI ecosystem. The nation’s commitment extends to education, with plans for implementing National AI Policy Guidelines in schools and launching an AI Proficiency Programme for students and educators.
Mauritius is also actively promoting its AI ambitions on the international stage. The AI Summit 2025, for instance, aims to position Mauritius as a business hub ready for AI in Africa, fostering networking, strategic exchanges, and exploration of AI-driven prospects. This summit, structured around three pillars, seeks to establish Mauritius as a center of excellence in AI within Africa, promoting Foreign Direct Investment (FDI) and stimulating an innovative ecosystem.
