A pilot program with Microsoft, announced in 2024, is now fully deployed, demonstrating increased accuracy in identifying suspicious activity in payment card programs.
FLORHAM PARK, N.J. – Conduent Incorporated (Nasdaq: CNDT), a global technology-driven business solutions and services company, announced on September 16, 2025, the full integration of generative AI (GenAI) and other advanced artificial intelligence technologies into its offerings for state and federal agencies. This strategic deployment is set to revolutionize government payment disbursements, significantly enhance fraud detection, and elevate the overall citizen experience for beneficiaries.
The core objective of this integration is to fortify fraud prevention across critical aid programs, including Medicaid and the Supplemental Nutrition Assistance Program (SNAP). Conduent, a recognized leader in government payment disbursements, currently facilitates electronic payments for public programs in 37 states, managing approximately $85 billion in government payments annually.
A recently completed GenAI pilot program with Microsoft, initially announced in 2024, is now fully deployed and operational. This pilot has led to a substantial increase in Conduent’s fraud detection capacity, particularly within its largest open-loop payment card programs. These cards, usable at a wide array of merchants, present complex monitoring challenges. By leveraging AI, a small team of specialists can now effectively surveil tens of thousands of accounts for suspicious activities, such as identity theft and account takeover, achieving a significant improvement in accuracy. This enhanced capability is in the process of being scaled to other payment card programs.
Following the success of this pilot, Conduent plans to extend similar AI methodologies to detect and prevent fraud in Medicaid and closed-loop Electronic Benefit Transfer (EBT) cards, including SNAP benefits, thereby safeguarding their intended use at approved retailers.
Anna Sever, President, Government Solutions at Conduent, emphasized the importance of this technological advancement: “As states adapt to evolving budget constraints and eligibility requirements, AI can empower agencies to reduce fraud and improper payments while improving service delivery.”

Beyond fraud detection, Conduent has also deployed AI-powered capabilities within its contact centers. These advancements provide agents with instant access to program-specific information, which in turn reduces call handling times and improves service efficiency for public benefit recipients. Conduent’s comprehensive services span healthcare claims administration, government benefit payments, eligibility and enrollment, and child support services across U.S. agencies. The company employs approximately 56,000 associates globally and processes nearly 13 million tolling transactions daily, leveraging cloud computing, machine learning, automation, and advanced analytics to deliver mission-critical solutions.
