The state is actively developing high-tech cities, expanding digital governance initiatives, and implementing skill development programs to prepare its workforce for an AI-driven future, aiming to rival major tech centers like Bengaluru and Hyderabad.
Coimbatore, often referred to as Kovai, is poised to become a significant center for Artificial Intelligence (AI) and technology startups, according to Dr. Palanivel Thiagarajan (PTR), Tamil Nadu’s Minister for Information Technology and Digital Services. Speaking at the India Today South Conclave 2025, PTR highlighted the state’s ambitious vision to foster innovation and equip its youth for the evolving demands of an AI-transformed job market.
Historically an industrial powerhouse, Coimbatore is now leveraging its robust talent pool, excellent connectivity, and inherent industrial mindset to attract and nurture AI and tech ventures. The state is actively developing integrated high-tech cities, complete with commercial, residential, and educational infrastructure, alongside dedicated AI-focused office spaces. This strategic development aims to establish Coimbatore as a formidable competitor to established tech hubs like Bengaluru and Hyderabad, while simultaneously cultivating local talent.
PTR emphasized that the future of work will necessitate human oversight, validation, and guidance for AI and automated systems. He stated, “The age of AI will automate generic IT and repetitive tasks. Humans will be needed for deep expertise, ethics, and accountability in specialised fields.” Tamil Nadu is proactively addressing this shift by focusing on digital governance, comprehensive AI integration, and advanced skill development programs.
Significant strides have been made in digitalizing government services. The number of e-service centers has been dramatically expanded from approximately 9,000 to over 30,000, ensuring widespread access for citizens. Additionally, WhatsApp-based assistance has been introduced, allowing individuals to obtain information and support without needing to visit government offices. PTR noted that “Doing it touchless or faceless, like the income tax system, actually improves outcomes quite a bit.”
AI is also being championed as a tool for inclusion. The government is concentrating on developing narrow, purpose-built AI models that utilize verified data to ensure accuracy. “AI can help deliver services through voice-based systems, allowing even those who cannot read or write to access benefits easily,” PTR explained. The state is integrating over 380 welfare schemes to identify overlaps and optimize benefits, enabling families to access multiple services efficiently. “AI-driven selection and monitoring of beneficiaries is the lowest-hanging fruit that can vastly improve governance,” he added.
In terms of education and skill development, Tamil Nadu is preparing its students for an AI-driven future by emphasizing both human skills and domain expertise. The state produces nearly 200,000 engineering graduates annually, who are being trained for roles in AI ethics, green technology, and healthcare through initiatives like the ICT Academy. This academy has already partnered with tech giants like Google to train two million people.

Further solidifying Coimbatore’s position, Chief Minister M.K. Stalin announced in January 2025 the state government’s plan to establish a 2 million square feet facility dedicated to artificial intelligence through a public-private partnership in the city. This facility, part of the Electronics Corporation of Tamil Nadu (ELCOT) IT Space, is expected to meet the high demand from AI-specialized companies, potentially making it a prominent AI hub.
