Ten California-based individuals and organizations were honored for their pioneering work in integrating AI for improved government services and efficiency.
California has emerged as a leading force in public sector artificial intelligence, securing a remarkable presence in the inaugural AI 50 Awards. Announced on August 15, 2025, these awards, spearheaded by the Center for Public Sector AI, spotlight individuals and organizations driving the adoption and advancement of AI within government operations across the nation. A total of 10 California-based entities and professionals were among the distinguished recipients, underscoring the state’s commitment to leveraging AI for public good.
Among the notable individuals recognized were Leila Doty, a privacy and AI analyst from San Jose, and Ben Palacio, a senior AI analyst from Placer County. Doty was lauded for her instrumental role in developing San Jose’s AI framework and for managing the GovAI Coalition, an influential group comprising over 600 members from more than 250 government agencies nationwide, all dedicated to promoting the responsible use of AI in the public sector. Palacio was acknowledged as a thought leader in local government AI, particularly for his early adoption and championing of integrated chatbot solutions.
Public-sector organizations from California also made a strong showing. The California Department of Technology (CDT), under the leadership of CIO Liana Bailey-Crimmins and Chief Technology Officer Jonathan Porat, was recognized for spearheading the state’s procurement of AI and generative AI (GenAI) solutions. CDT’s efforts include ensuring comprehensive risk assessments and training, as well as establishing a sandbox environment for testing real-world AI applications like language translation and building inspections. The California Department of Transportation (Caltrans) also received an award for its partnership with Accenture and other state agencies to launch a GenAI solution. This initiative aims to glean critical traffic mobility insights, ultimately enhancing road safety, reducing freight network congestion, and fostering data-driven decision-making.

Private-sector organizations with significant impact in California’s public AI landscape were also honored. Cisco was recognized for its support of state and local government innovation by embedding AI into its cybersecurity, networking, and virtual collaboration products, alongside providing essential IT infrastructure. The GovAI Coalition, founded in San Jose in March 2024, was also celebrated as an active collective of state, local, and federal members united by the shared objective of deploying AI safely and responsibly in government. California’s strong representation in these inaugural awards solidifies its position at the forefront of AI innovation in the public sector.
