ByteDance Introduces Cici AI Chatbot Amidst Global AI Competition

ByteDance Ltd., the Beijing-based technology giant and parent company of the popular social media platform TikTok, has made a strategic entry into the global generative artificial intelligence (AI) market with the quiet launch of several new applications. Among these, the Cici AI chatbot has emerged as a key offering, designed to rival established players like OpenAI and Google. The company’s portfolio of new AI apps, which also includes Coze, ChitChop, and BagelBell, has collectively garnered millions of downloads since their discreet rollout over the past three months.

These applications are not built on ByteDance’s proprietary large language models. Instead, they reportedly leverage OpenAI’s GPT technology, accessed through a Microsoft Azure license. Cici AI, along with ChitChop and Coze, functions as a platform where users can create and share personalized chatbots. Notably, Cici AI has achieved considerable success, boasting over 10 million downloads on the Google Play store, primarily focusing on entertainment with chatbots centered around fictional characters and romantic companions. BagelBell, another app, offers a unique approach by generating dynamic plotlines and text for fictional stories based on reader choices.

Despite the apparent success and user adoption of its AI chatbots, an internal memorandum from CEO Liang Rubo indicates a strategic shift in ByteDance’s investment priorities. The company is reportedly reallocating resources towards AI-powered video generators, such as Jimeng AI, PixelDance, Seaweed, and the video editing platform Jianying (known internationally as CapCut). This decision stems from an internal analysis suggesting that AI chatbots present a slower growth opportunity compared to video-centric AI tools. This pivot comes even as ByteDance’s Doubao chatbot, the Chinese equivalent of Cici, has become the most popular AI chatbot in China with nearly 60 million monthly active users, making it the second-most popular globally after OpenAI’s ChatGPT.

ByteDance’s aggressive expansion into the generative AI space has not been without controversy. The company faced scrutiny and a temporary suspension of its API access from OpenAI due to alleged violations of OpenAI’s terms of service, specifically regarding the use of OpenAI’s models to create a competing model. ByteDance spokesperson Jodi Seth stated that the company accesses OpenAI’s technology through a Microsoft Azure license.

Furthermore, the company’s foray into Western markets with these AI applications is expected to draw attention from regulators. Concerns about potential influence, data privacy issues, and the Chinese government’s ability to access private information about foreign users or influence their information diets are likely to intensify. Currently, only one of ByteDance’s new apps, Coze, is available in the U.S., with none accessible in the EU, a common strategy for tech giants to test products in markets with less regulatory scrutiny before broader expansion.
