The Universal Postal Union (UPU) concluded its 28th Universal Postal Congress in Dubai, United Arab Emirates, on September 19, 2025, charting a transformative course for the global postal network over the next four years. A key highlight of the Congress was the unveiling and showcasing of the UPU’s first-ever pilot AI agent, poised to revolutionize postal development and customer experience.
The Congress, which gathered representatives from 169 member countries and observers, adopted the UPU’s Strategy (2026-2029) and its accompanying Dubai Business Plan. This new vision aims to build an interconnected, inclusive, and sustainable society, empowered by a seamless and innovative postal network. The strategic goals focus on fostering a cohesive global postal network through multilateral cooperation, advancing innovation and partnerships, and promoting development via stronger regional cooperation and technical assistance.
Central to this forward-looking strategy is the UPU’s pilot AI agent, developed with seed funding from Japan and a result of the UPU’s Innovation Challenges. This groundbreaking AI agent operates on the UPU’s Unified Data Platform, which combines all relevant UPU big data and other data sources to analyze postal network development. Its primary function is to provide informed advice on policy, regulatory, and operational changes to enhance postal reach, relevance, reliability, and resilience at a country level. It also offers capabilities to test-drive potential solutions.
José Anson, a UPU Economist, emphasized the critical role of this initiative, stating, “If you don’t develop ecosystem of AI agents, you cannot preserve your competitive advantage as a postal logistics company, you are going to lag well behind your customers’ expectations and you are going to risk losing relevance.” He further added, “These agents are going to revolutionize the customer experience. At the end of the day, the postal business is all about the customer experience.”
The UPU is actively working to enrich the data sources available to the AI agent, encouraging data-sharing among traditional postal stakeholders—postal operators, regulators, and governments—as well as partners such as UPU Consultative Committee members and organizations collecting data on trade and aviation. This collaborative approach is expected to facilitate the creation of an ecosystem of AI agents capable of providing comprehensive analysis across the entire supply chain, from customs clearance to last-mile delivery. Anson noted, “Nobody can create this kind of solution alone – we need partners.”
The UPU’s Unified Data Platform and its AI agent will operate on the UPU’s trusted and secure .POST top-level domain, adhering to a rigorous data governance framework. This platform ensures maximum granularity of rights and permissions, giving countries full control over how their data is shared across the network. While currently in its pilot phase, the UPU aims to test the tool with member countries attending the Congress to gather feedback for its evolution and secure resources for its expansion.
UPU Director General Masahiko Metoki, in his closing remarks, highlighted the transformative nature of the Congress: “This Congress has been more than a gathering. It has been a moment of transformation, during which we faced challenges head-on, redefined our role in a rapidly changing world, and reaffirmed the values that unite us.” The Congress’s decisions, including maintaining an exceptional budgetary ceiling increase for 2026-2029, underscore the commitment of member countries to drive the transformation of the postal network.
