Senator Blackburn Expresses Grave Concerns Over AI Doxxing of ICE Agents, Pushes for Protective Legislation

TLDR: U.S. Senator Marsha Blackburn (R-TN) has voiced profound concern regarding the use of AI facial recognition technology by activists to ‘dox’ Immigration and Customs Enforcement (ICE) agents. She has sent a letter to PimEyes CEO Giorgi Gobronidze, highlighting reports of activists using their technology to identify federal officers. In response to these threats and a significant surge in assaults on ICE officers, Senator Blackburn has introduced the ‘Protecting Law Enforcement from Doxxing Act,’ aiming to criminalize the publication of federal law enforcement officers’ names with intent to obstruct investigations.

U.S. Senator Marsha Blackburn (R-TN) has escalated her concerns over the weaponization of artificial intelligence (AI) facial recognition technology by activists, specifically targeting Immigration and Customs Enforcement (ICE) agents. On September 21, 2025, Senator Blackburn dispatched a letter to Giorgi Gobronidze, the CEO of PimEyes, a company specializing in AI facial recognition, expressing ‘deep concern’ over its misuse.

The Senator’s action follows reports, including one from Politico, detailing how a group of activists, led by an individual identified as Dominick Skinner, leveraged PimEyes’s technology to identify at least 20 ICE officers. Skinner reportedly claimed that the facial search engine could reveal identities even when 35% or more of a face was obscured. This development comes amidst a stark increase in violence against ICE officers, with assaults surging by an alarming 830% since President Trump’s return to office.

In her letter, Senator Blackburn unequivocally stated, ‘Online foreign activists should not be weaponizing generative AI to threaten and endanger our federal officers and their families.’ She warned that such reverse image search systems could be exploited by criminal organizations like MS-13 and Tren de Aragua to target law enforcement personnel and their loved ones. The Senator also criticized Nashville Mayor Freddie O’Connell for allegedly publicly releasing the names of several ICE agents, thereby placing them and their families ‘directly in harm’s way.’

To counter these emerging threats, Senator Blackburn has introduced the ‘Protecting Law Enforcement from Doxxing Act.’ This legislation, initially introduced on June 4, 2025, aims to make it a criminal offense to publish the name of a federal law enforcement officer with the intent to obstruct a criminal investigation or immigration operation. Under this proposed act, individuals found guilty could face fines and/or imprisonment for up to five years.

Senator Blackburn emphasized that while AI facial recognition can be a valuable tool for public safety when used by law enforcement, ‘a publicly accessible digital library of individuals’ lives and likenesses in the wrong hands poses unthinkable risks.’ As Chairman of the Senate Judiciary Subcommittee on Privacy, Technology, and the Law, she reiterated her commitment to safeguarding Americans’ data and privacy in the digital age.
