Singapore Explores AI Agents to Revolutionize Public Services, Emphasizing Safe and Responsible Deployment

Singapore is embarking on a transformative journey to integrate artificial intelligence (AI) agents into its public services, a move poised to redefine efficiency and citizen engagement. Minister for Digital Development and Information, Josephine Teo, unveiled this strategic direction at the Google Cloud AI Asia event on Thursday, August 28, 2025, highlighting the potential of ‘agentic AI’ to autonomously complete tasks and improve service delivery.

Minister Teo elaborated on the concept of agentic AI, describing it as software systems that use AI to pursue goals, break down complex instructions, experiment with approaches, and continuously learn. She noted that while simple agents can assist with tasks like data analysis and email drafting, more sophisticated agents can manage intricate workflows, combining tasks and determining subsequent steps based on prior results. This increased sophistication promises substantial improvements in productivity and value.

The vision for AI agents in public services includes streamlining interactions for businesses and enhancing social support. For instance, AI agents could guide businesses through multi-agency licensing processes, reducing confusion and the need for numerous calls or website checks. In social services, intelligent assistants could provide basic administrative guidance to help-seekers, allowing social workers to dedicate more time to counselling and developing partnerships.

However, the government’s approach is marked by a strong emphasis on safety and responsibility. “As with all emerging technologies, the government believes we need first to understand how they work and why mistakes happen,” Minister Teo stated. She acknowledged valid concerns about unintended actions with AI agents, stressing the need for careful consideration of governance, human oversight, and accountability. The Ministry of Digital Development and Information (MDDI) will play a crucial role in ensuring that agentic capabilities are developed and deployed safely, fostering confidence among public officers and citizens.

In a significant step towards this goal, GovTech Singapore is partnering with Google Cloud to establish an AI agents sandbox. This collaborative environment will allow for experimentation with agentic AI and the testing of solutions for public sector use cases. Google will provide MDDI agencies with early access to its Project Mariner Computer Use API, an agentic AI tool designed for reasoning, planning, and task management. “The AI agents sandbox is part of Singapore’s continued efforts to learn and grow with AI. From the sandbox, we hope to better understand how to interact with agentic AI and build confidence to capture its value for the public good,” said Minister Teo.

The partnership also involves enhancements to data protection and the offering of Gemini through Google Distributed Cloud (GDC). Government agencies can now leverage Google’s latest AI tools, including Gemini 2.5 Flash and Vertex AI Search, via GovTech’s Government on Commercial Cloud platform, enabling the development of secure, Cloud Confidential Eligible (CCE) applications. GovTech Singapore will also pilot Google’s Agentspace, a platform for public officers to create custom AI agents and automate tasks.

Google Cloud CEO Thomas Kurian highlighted Singapore’s role as a launchpad for AI in Asia, stating, “By bringing Gemini everywhere – in the public cloud with data residency guarantees, in on-premises or disconnected environments, and at the edge – we are unleashing a wave of innovation for both public sector organisations and businesses across industries.” This expanded access to Gemini on GDC air-gapped will benefit agencies like the Centre for Strategic Infocomm Technologies (CSIT) and the Home Team Science and Technology Agency (HTX), allowing them to accelerate agentic AI development while maintaining strict data residency and compliance.

Beyond the public sector, the National University of Singapore (NUS) will utilize Vertex AI Search for Healthcare and Life Sciences to develop assistive AI solutions for analyzing genomics data and medical images, aiming to accelerate clinical trials and advance precision medicine. The private sector is also seeing benefits, with companies like Gill Capital using AI agents to improve product classifications, stock recommendations, and sales strategies, leading to productivity savings of over 200 hours per week.

This initiative builds upon an existing foundation of AI adoption within the Singaporean public service, where approximately one-third of 150,000 public officers regularly use ‘Pair,’ the government’s AI chatbot, for productivity, writing, and research. Additionally, public officers have created around 18,000 AI bots for various work processes, demonstrating a proactive embrace of AI technologies.
