Artificial Intelligence Poses ‘Existential’ Threat to Philippine Workforce, Experts Warn

TLDR: Experts are sounding the alarm on a looming ‘existential’ job crisis in the Philippines, as artificial intelligence rapidly transforms the labor market. A recent IMF report indicates that a significant portion of Philippine jobs are highly exposed to AI, with a segment at risk of displacement, prompting calls for urgent policy responses and workforce reskilling.

The Philippine labor market is facing an unprecedented challenge as artificial intelligence (AI) rapidly advances, prompting experts to warn of a potential ‘existential’ job crisis. This disruption is highlighted by a recent International Monetary Fund (IMF) working paper, which reveals that approximately one-third of occupations in the Philippines are highly exposed to AI, meaning many tasks within these roles could be performed by AI technologies .

While 61% of these highly exposed jobs are also rated as ‘highly complementary,’ suggesting AI could augment rather than replace human workers and potentially boost productivity, a significant 14% of the total workforce holds jobs with ‘low complementarity,’ making them susceptible to direct displacement by AI . The IMF report, co-authored by Micholo Cucio and Tristan Hennig, underscores that college-educated, young, urban, female, and well-paid workers in the services sector are most exposed to AI’s influence .

The Federation of Free Workers (FFW) has echoed these concerns, cautioning that around 5 million Filipino workers could be at risk of losing their jobs in 2025 due to AI and climate change . The Department of Labor and Employment (DOLE) has acknowledged that Filipinos are already experiencing job losses due to AI’s integration into various industries .

Despite the concerns, there is also a notable trend of AI adoption among Filipino professionals. A survey by Microsoft and LinkedIn indicated that 86% of Filipino professional workers are already incorporating AI into their workflows, a figure higher than the global average of 75% . However, 55% of surveyed Filipinos expressed worry that their organizations lack clear plans and visions for implementing AI .

The Business Process Outsourcing (BPO) industry, a cornerstone of the Philippine economy, is identified as a sector with a high proportion of jobs at risk of displacement . The BPO Industry Employees Network, a call-center union, has noted that improvements in AI software have led to enhanced services at the expense of human jobs, viewing AI as an adversary whose progress is difficult to halt . Outsourcing advisory firms have also warned of substantial job losses in the industry over the next five years .

Conversely, AI is also anticipated to create new job opportunities, particularly in areas such as data curation and algorithm training . The IT and Business Process Association of the Philippines (IBPAP) recognizes AI as both an opportunity and a challenge for the sector .
