Türkiye’s Parliamentary AI Commission Concludes Mandate, Outlines Strategic Roadmap for National AI Development

An important milestone in Türkiye’s artificial intelligence journey has been reached with the conclusion of the Parliamentary Research Commission on Artificial Intelligence. Officially established on January 14, 2025, with the mandate to maximize AI benefits, establish legal infrastructure, and mitigate risks, the Commission held its final meeting on May 13, 2025, effectively concluding its work.

During its active term, the Commission undertook a comprehensive examination of artificial intelligence, extending beyond mere technical considerations to encompass its profound social, legal, and ethical dimensions. The impact of AI was thoroughly evaluated across a wide array of fields, including but not limited to health, ethics, economy, education, law, governance, agriculture, employment, the defense industry, technology, the arts, and communication.

Key areas of focus in the Commission’s studies included critical infrastructure investments, the development of qualified human resources, identifying strategic sectors for AI application, establishing robust regulatory frameworks, and fostering public-private partnerships. Furthermore, the Commission assessed the effects of AI on the national workforce, issues of data sovereignty, potential investment returns, and sector-specific implementation practices.

In its concluding recommendations, the Commission underscored the necessity for Türkiye to significantly increase its investments in AI across vital sectors such as health, education, infrastructure, defense, law, and economics. This push for investment is to be coordinated with all relevant stakeholders under the leadership of the state. The Commission also stressed the importance of closely monitoring international developments in AI and implementing regulations tailored to Türkiye’s unique dynamics. The overarching goal is to firmly establish Türkiye as a strong, ethical, and competitive player in the global artificial intelligence landscape.

The Commission’s final report presents a clear roadmap designed to guide Türkiye towards sustainable progress in AI and secure an effective position in global competition. This strategic approach is structured around several core pillars: strengthening infrastructure investments, cultivating a highly skilled AI workforce, enhancing legal regulations, establishing clear ethical standards, and reinforcing public-private collaborations. This framework is deemed crucial for transforming artificial intelligence into tangible social benefits while effectively managing associated risks.

This initiative aligns with Türkiye’s broader National AI Strategy (2021-2025), adopted in 2021, which sets out principles for legislative efforts and collaborative work with leading technology research institutions. While a specific, comprehensive AI law is not yet in place, existing general laws touch upon AI-related aspects, and there is an expectation for regulations similar to the EU AI Act to be implemented. The 2024–2025 Action Plan of the National AI Strategy also includes ambitious goals such as creating Turkish Large Language Models and establishing national AI legislation.

Türkiye’s commitment to AI is further evidenced by the establishment of the Scientific and Technological Research Council of Turkey (TUBITAK) AI Institute in 2020 and the Ministry of Industry and Technology’s AI Ecosystem 2023 Programme.
