Jakarta, Indonesia – In a significant move to govern the rapidly evolving landscape of artificial intelligence, Indonesia is on track to implement its inaugural comprehensive national AI regulation by September 2025. This landmark initiative underscores the nation’s commitment to fostering a responsible and sustainable digital future.
Deputy Minister of Communication and Informatics, Nezar Patria, confirmed the ambitious timeline, stating that the drafting process for the crucial Presidential Regulation (Perpres) on AI is nearing completion, with an expected finish by the end of July 2025. Following this, the draft will be opened for public consultation throughout August, a vital step to ensure broad stakeholder input.
“We hope the regulation will be finalized in September in the form of a presidential decree,” Nezar announced during a briefing at the Ministry of Communication and Informatics (Komdigi). After the public consultation phase, the draft will undergo a harmonization process involving the Ministry of Law and Human Rights and the State Secretariat before being presented for presidential signing.
This impending regulation is not being developed in isolation. Nezar emphasized that its foundation lies in the AI Policy Dialogue Country Report, a collaborative effort between Indonesia and the United Kingdom. This report serves as a concrete and forward-looking reference point for national AI policy, addressing both fundamental ethical considerations and sector-specific challenges in AI development and deployment.
“As a follow-up, the Ministry will use the results of this dialogue to formulate policy recommendations that are concrete, progressive, and aligned with national interests,” Nezar explained. The Komdigi views the government’s role as pivotal in cultivating a robust national AI ecosystem.

In parallel with the Perpres, Indonesia is also drafting a national AI roadmap. “We are currently drafting a national AI roadmap, and this document is one of the key inputs that will help guide the process alongside other materials we’ve already produced,” Nezar added. This dual approach, combining binding regulation with a strategic roadmap, aims to balance the imperative for innovation with robust public protection measures, fostering a sustainable and competitive national AI landscape. Indonesia’s push for definitive AI governance by September 2025 marks a pivotal moment in its digital transformation journey.
