Goa Unveils Ambitious AI Mission 2027 to Become South Asia’s AI Hub

Panaji, Goa – On July 16, 2025, the Government of Goa officially launched its ambitious Goa AI Mission 2027, a strategic initiative designed to position the state as the Artificial Intelligence (AI) hub of South Asia. This comprehensive roadmap, developed by the Department of Information Technology, Electronics and Communications (DITE&C), aims to cultivate a responsible, inclusive, and innovation-driven AI ecosystem that aligns with both national and local development objectives.

The launch event, held at Taj Vivanta in Panaji, saw the presence of key dignitaries including Chief Minister Dr. Pramod Sawant, Information Technology Minister Rohan A. Khaunte, and DITE&C Director Kabir Shirgaonkar, alongside various stakeholders from industry, academia, and civil society.

Chief Minister Dr. Pramod Sawant emphasized the transformative potential of the mission, stating, “We want people to recognize that Goa is not just a tourist destination, but a place where real progress is taking place in startups and Artificial Intelligence.” He further added that the initiative would significantly support the state’s efforts to integrate AI into education and economic development, preparing students and the state to be future-ready.

The Goa AI Mission 2027 is structured around four foundational pillars: skills, startups and companies, capital, and government infrastructure. Key features and initiatives outlined in the mission include:

AI Advisory Council: Formation of a multi-stakeholder council to guide the implementation and ethical adoption of AI.

State-Level AI Policy: Development of a comprehensive policy to support the responsible and ethical deployment of AI technologies.

AI Education Integration: Plans to integrate AI learning into the school curriculum and establish Centers of Excellence in AI across educational institutions to foster applied research and industry collaboration.

Innovation Hubs: Establishment of a Goa AI Lab to provide collaborative space for startups and a new Goa.AI Innovation Fund aimed at supporting early-stage ventures.

Linguistic Preservation: A unique aspect of the mission is the development of a Konkani Large Language Model (LLM) to digitally preserve and promote the state’s linguistic heritage.

Talent Nurturing: An AI Startup Hackathon is planned to identify emerging talent and foster innovation within the state.

Infrastructure Development: Focus on establishing Graphics Processing Units (GPUs) to enhance computational capabilities, introducing AI Coaches, and utilizing government data to develop relevant datasets.

Minister Rohan A. Khaunte underscored Goa’s readiness to lead in ethical AI adoption. “With the Goa AI Mission 2027, we are building from the ground up: policy, infrastructure, research, and skill development. We are aligning academia with industry to work toward 100% employment for Goa’s college graduates, with AI at the center of that vision,” he stated. He also highlighted that ‘Goa.AI’ aims to empower citizens, accelerate innovation, enhance governance, and unlock economic opportunities across every sector.
