Indonesia Establishes AI Center of Excellence with NVIDIA, Indosat, and Cisco to Drive Digital Sovereignty and Economic Growth

Jakarta, Indonesia – In a landmark move set to redefine the landscape of artificial intelligence in Southeast Asia, Indonesia has officially launched an AI Center of Excellence (CoE) in partnership with global technology giants NVIDIA and Cisco, alongside local telecommunications leader Indosat Ooredoo Hutchison (IOH) and the Indonesian government. This ambitious initiative, inaugurated in July 2025, is designed to establish a robust, sovereign AI ecosystem within the archipelago, aligning with Indonesia’s ‘Golden 2045 Vision’ for national development.

The AI Center of Excellence is founded upon four critical pillars: building sovereign infrastructure, ensuring secure AI workloads, democratizing AI access for all, and developing AI talent at scale. NVIDIA is providing the computational backbone with its full-stack AI infrastructure, including Blackwell GPUs, Cloud Partner reference architectures, and AI Enterprise software. Complementing this, Cisco is contributing its Sovereign Security Operations Center Cloud Platform, which is crucial for localizing data control and deploying advanced AI-based threat detection, addressing concerns about data autonomy.

A key focus of the CoE is the massive upskilling of Indonesia’s workforce. The program aims to train an impressive 1 million Indonesians in AI, cybersecurity, and networking by 2027. This will be facilitated through comprehensive programs such as NVIDIA’s Deep Learning Institute and Cisco’s Networking Academy. This commitment to talent development is further underscored by a Memorandum of Agreement (MoA) signed between NVIDIA and Indonesia’s Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) in January 2022, which outlined plans to educate over 20,000 university students and lecturers in AI skills over five years. As Keith Strier, Vice President of Worldwide AI Initiatives at NVIDIA, stated, “AI is transforming industries around the world, creating an urgent need for education that prepares nations and their citizens to contribute to the growing AI economy.” The initiative also includes the deployment of NVIDIA DGX A100 systems, providing an estimated aggregate computational power of 25 petaFLOPS to support AI education and research.

The impact of this collaboration is already evident, with 28 startups actively leveraging the CoE’s infrastructure to address challenges in critical sectors such as healthcare, education, and smart cities. A notable outcome is Indosat’s ‘Sahabat-AI’ suite, a collection of open-source Bahasa-language large language models (LLMs) built using NVIDIA NeMo and NIM microservices. These LLMs are revolutionizing public services, from scheduling mammograms for women over 50 to streamlining tax inquiries.

The ‘Sahabat-AI’ initiative, launched during Indonesia AI Day, embodies the Indonesian cultural ethos of ‘gotong royong’ (mutual assistance). The IOH’s GPU Merdeka AI cloud, powered by NVIDIA, serves as the backbone, supporting AI applications across finance, healthcare, and energy. Key partnerships further extend its reach, with Accenture collaborating on financial services solutions, Tech Mahindra deploying Sahabat-AI-powered chatbots for citizen services, Hippocratic AI developing healthcare AI agents, and GoTo integrating Sahabat-AI with its AI voice assistant, Dira.

Economically, Indonesia’s AI market is poised for explosive growth. Projections estimate its size at $3.18 billion in 2025, with a remarkable 27.89% Compound Annual Growth Rate (CAGR) expected to propel it to $10.88 billion by 2030. The AI-optimized data center segment alone is forecast to grow from $0.66 billion in 2025 to $1.44 billion by 2030, driven by significant investments, including Microsoft’s $1.7 billion commitment to hyperscale infrastructure and Telkom’s $85 million Batam data center.
