Kyiv, Ukraine – Ukraine is rapidly advancing its digital transformation agenda with the introduction of several pioneering artificial intelligence initiatives, marking a significant step in integrating AI into public administration. These efforts include the launch of the world’s first national AI assistant for government services and an AI-powered module for its ePermit platform, all underpinned by a new state-backed ‘AI Factory’ infrastructure.
First Deputy Prime Minister and Minister of Digital Transformation of Ukraine, Mykhailo Fedorov, announced on August 28, 2025, the imminent launch of the national AI assistant within the Diia portal. This AI agent is designed to provide consultations and government services, with its initial offering being an income statement. Fedorov stated, ‘We will launch the world’s first national AI assistant that will provide government services. The first service will be an income statement. Later, it will be possible to receive consultations and government services simply by typing a request in plain language into the chat.’ This move is part of a broader effort to introduce six new services on the Diia portal, aiming for a ‘revolutionary stage in the development of Digital Ukraine.’
Preceding this, on August 19, 2025, Ukraine rolled out its first AI-powered public service within the government’s ‘ePermit’ platform, a system for filing and processing license applications. This AI module currently supports the licensing process for veterinary services, where it automatically reviews submitted documents, flags errors, and detects inconsistencies. Mykhailo Fedorov highlighted the module’s role in data security, noting, ‘The AI module for licenses shows how technology can serve citizens while keeping data secure inside the country.’ Oleksiy Sobolev, Ukraine’s Minister of Economy, Environment and Agriculture, emphasized the practical benefits: ‘For business, this means less bureaucracy and a faster start. For the state, it means better-quality decisions.’ The initiative has garnered praise from EU officials, who see it as a model for reducing bureaucracy and strengthening public trust.
To support these ambitious AI deployments, Ukraine has also launched its first government-led infrastructure for AI development, dubbed the ‘AI Factory.’ Announced on July 8, 2025, and further detailed on August 7, 2025, by Deputy Prime Minister Fedorov, the AI Factory represents Ukraine’s first large-scale move in establishing technical infrastructure for artificial intelligence. This platform will serve as the foundation for all key government AI services developed under the WINWIN AI Center of Excellence at the Ministry of Digital Transformation. The AI Factory encompasses high-performance computing clusters (GPU-based), water-cooled server rooms, secure data storage facilities, integrated access to government registries, and tools for data cleaning, annotation, and transmission. Fedorov underscored its critical importance for national security, stating, ‘Requests in state AI services will be processed faster, and most importantly, our data will remain within the country. This is critically important for the technological security of Ukraine.’

The development of these AI solutions has received international backing, including support from the European Union under the EU4DigitalUA program. Google DeepMind also contributed its expertise, adapting its Gemma open-source models to address the unique challenges of Ukraine’s public sector. Ukraine’s overarching goal is to enter the top three countries globally in AI development and implementation by 2030, leveraging these initiatives to drive economic recovery, strengthen sovereignty, and foster peace through breakthrough technologies.
