UK Government Appoints Digital Champion to Drive Blockchain Adoption in Financial Sector

The announcement, reportedly made by Economic Secretary to the Treasury Lucy Rigby, underscores the government’s commitment to leveraging distributed ledger technology (DLT) for the tokenization of traditional assets like stocks and bonds. This process, which involves issuing, trading, and settling assets using blockchain, is expected to bring unprecedented efficiencies and transparency to financial operations.

This initiative follows persistent calls from the UK digital asset industry for blockchain to receive strategic attention comparable to that given to artificial intelligence. Earlier in 2025, a coalition of industry bodies, including the UK Cryptoasset Business Council (UKCBC), techUK, Global Digital Finance, The Payments Association, Digital Currencies Governance Group (DCGG), and Crypto Council for Innovation, urged the government to appoint a ‘blockchain envoy’. Their letter highlighted blockchain’s potential to boost the UK economy by an estimated £57 billion over the next decade and emphasized the need for policy alignment, innovation fostering, and a cohesive regulatory approach across various sectors where blockchain is applicable, such as finance and healthcare.

The newly appointed Digital Champion will be tasked with leading, joining up, and coordinating private sector efforts in tokenizing wholesale financial markets. This aligns with the objectives outlined in the Wholesale Financial Markets Digital Strategy (WFMDS), which envisions a fundamental reimagining of how financial markets operate, supporting new forms of asset issuance, transfer, and ownership. The WFMDS also references the appointment of a ‘Digital Markets Champion’ to drive digitalization and collaborate with international industry leaders to develop a global approach.

Furthermore, the government plans to establish a new group, the Dematerialisation Market Action Taskforce, to oversee these tokenization efforts. The UK has already demonstrated its commitment to digital asset innovation through initiatives like the Digital Securities Sandbox (DSS), launched by the Bank of England and the Financial Conduct Authority, which serves as a testbed for digital asset technology in financial markets. Plans for a ‘digital gilt instrument,’ issued using DLT, further illustrate the government’s proactive stance.

The strategic focus on blockchain is also deeply intertwined with the UK’s broader ‘AI Opportunities Action Plan,’ announced in January 2025. Industry leaders have stressed the crucial synergy between quantum computing, AI, and blockchain, asserting that these integrated disciplines will profoundly influence the future landscape of technology, finance, and defense. This convergence is seen as key to tackling societal challenges and ushering in new levels of innovation and productivity.

Experts like Eva Lawrence, Head of EMEA at Figment, a blockchain infrastructure provider, and Alessandro Hatami, Managing Partner of Pacemakers, a digital transformation consultancy, have lauded the government’s move. They emphasize that a clear policy framework, regulatory sandboxes, and cross-departmental coordination, similar to those supporting AI, are essential for blockchain to thrive and for the UK to remain globally competitive. They advocate for structured forums, shared standards, and strong public-private partnerships to translate blockchain innovation into tangible economic impact.
