TLDR: The United Arab Emirates has achieved a remarkable second place globally in the 2025 Artificial Intelligence (AI) rankings, according to a report by the US-based Technology Resource Group (TRG). Surpassing technologically advanced nations like South Korea, China, the UK, and Germany, the UAE’s strong performance is attributed to its significant AI supercomputing power, robust AI ecosystem, and high government readiness for AI integration. Only the United States ranked higher.
The United Arab Emirates has solidified its position as a global leader in artificial intelligence, securing the second spot worldwide in the 2025 AI rankings. This impressive achievement, detailed in a report by the US-based data centre solutions company Technology Resource Group (TRG), places the UAE ahead of several established technological powerhouses, including South Korea, China, the United Kingdom, and Germany. The United States remains at the forefront, holding the top rank.
TRG’s comprehensive analysis, conducted from its base in Texas, evaluated countries based on several critical factors: national AI supercomputing power, the vibrancy of AI companies, and governmental preparedness for AI integration. The study also incorporated data on the AI workforce, the sheer number of AI companies within each nation, and the government’s overall AI readiness index. This multi-faceted approach aimed to map the global distribution of AI capabilities and identify the most dominant players by 2025.
In terms of raw computing power, the UAE demonstrated its formidable capabilities with a total AI computing power of 23.1 H100-equivalent megabytes. This standardized measurement, based on NVIDIA’s H100 chip—currently considered the gold standard for high-performance AI processing—highlights the nation’s significant investment in advanced hardware. The report further notes that the UAE possesses over 188,000 cutting-edge AI chips, including both Nvidia H100 and A100 models, and boasts a power capacity of 6.4 thousand megawatts. This positions the UAE as a major force in the global AI landscape, especially when considering its relatively smaller population compared to other tech giants.
The United States, leading the rankings, recorded a total AI computing power of 39.7 H100-equivalent megabytes and the highest power capacity globally at 19.8 thousand megawatts, underscoring its robust infrastructure for AI development.
Beyond hardware, the UAE’s commitment to AI is evident in its high AI readiness index, scoring an impressive 70 points. This score signifies that the nation’s regulators are actively developing the necessary frameworks, data laws, and ethical guidelines essential for widespread AI adoption. The country’s AI ecosystem is also thriving, with more than 700 start-ups and established companies specializing in machine learning, robotics, and data platforms.
‘The result surprised some analysts who still view the region as an emerging tech player, but the figures tell a different story,’ stated a report from ITP.net, reflecting on the UAE’s rapid ascent. The nation’s long-term vision for AI is further reinforced by strategic investments in sovereign AI champions such as G42 and the Mohamed bin Zayed University of Artificial Intelligence. Additionally, the government has announced plans to train 1,000 teachers and integrate an AI curriculum across all public schools, aiming to equip nearly a million students with coding and ethical AI usage skills from a young age.
