WASHINGTON – The Semiconductor Industry Association (SIA) announced on July 28, 2025, that Dr. C.C. Wei, TSMC’s current Chairman and CEO, and Dr. Mark Liu, the company’s former Chairman and former President & Co-CEO, are the co-recipients of the 2025 Robert N. Noyce Award. This accolade is the highest honor bestowed by the SIA, presented annually to individuals who have made exceptional contributions to the semiconductor industry through technology and/or public policy.
John Neuffer, SIA president and CEO, lauded Dr. Wei and Dr. Liu as ‘titans in our industry,’ highlighting their instrumental role in ‘reshaping the modern semiconductor ecosystem – both in the U.S. and abroad – and revolutionized chip manufacturing technology.’ Their combined experience of over 80 years in the industry has been pivotal in driving semiconductor innovation.
Under their leadership, TSMC has solidified its position as the world’s largest contract chipmaker and a critical cornerstone of the global semiconductor supply chain. Their efforts have led to numerous groundbreaking technological advancements that have significantly improved computing performance, power efficiency, and global supply chains. These innovations have been fundamental in enabling the rise of personal computing, smartphones, and notably, artificial intelligence.

Furthermore, Dr. Wei and Dr. Liu oversaw a significant expansion of TSMC’s global footprint, including the establishment of major manufacturing facilities in the United States and other countries. Dr. Wei served as TSMC’s CEO from June 2018 to June 2024 before assuming his current role as Chairman and CEO. The award ceremony is scheduled for November 20, 2025, in San Jose, California.
